Role Purpose

Provide strategic technical leadership and direction across major infrastructure projects during the construction supervision phase, serving as the senior technical authority to ensure compliance with project specifications, industry standards, and regulatory requirements while supporting Project Directors and Project Managers in delivering technically sound and commercially successful outcomes.

Key Responsibilities

Technical Leadership & Authority

• Lead technical reviews, design coordination, constructability assessments, and engineering solutions to complex project challenges.
• Serve as the senior technical authority, ensuring compliance with project specifications, industry standards, and regulatory requirements.
• Review and approve technical submissions, reports, methodologies, and key project documentation.

Team & Stakeholder Management

• Oversee multidisciplinary engineering and construction supervision teams, ensuring consistency and quality across project deliverables.
• Interface with clients, contractors, authorities, and stakeholders on technical matters and provide expert advice when required.
• Mentor and develop technical professionals, fostering a culture of technical excellence and knowledge sharing.

Project Support & Delivery

• Support Project Directors and Project Managers in delivering technically sound and commercially successful projects.

Innovation & Continuous Improvement

• Drive innovation, continuous improvement, and the adoption of best practices across projects and teams.

Business Development

• Support business development activities, including technical proposals, bid submissions, and client presentations.

Qualifications & Experience

• Bachelor's Degree in Civil Engineering or a related Engineering discipline; Master's Degree preferred.
• Minimum 20+ years of experience in infrastructure engineering, construction supervision, and project delivery roles.
• Proven experience providing technical leadership on large-scale infrastructure projects, including transportation, roads, utilities, water, or urban development projects.
• Strong understanding of engineering design principles, construction methodologies, project delivery, and construction supervision practices.
• Extensive experience managing multidisciplinary technical teams and coordinating with diverse stakeholders.
• Experience working within international consultancy environments is highly desirable.
• GCC and Kingdom of Saudi Arabia project experience is strongly preferred.
• Professional registration, Chartership, or equivalent industry accreditation is highly advantageous.
