Role Overview

The Subcontracts Specialist is an individual contributor role at CBI responsible for commercial subcontracts administration across high-volume subcontract packages from issued requests for proposals through execution phase on oil and gas-related projects.

Role Purpose

This position manages all aspects of subcontract administration for oil and gas construction projects, including evaluation of proposals, securing qualified bids and bidders, and maintaining subcontract records. The role requires industry experience in CB&I Storage Solutions markets, products, clients, and customers.

Key Responsibilities

Pre-Award Administration

  • Qualify potential bidders based on capability and experience.
  • Assemble and issue Invitations to Bid to prospective subcontractors.
  • Assist with commercial and technical bid evaluations through contract award.

Post-Award Administration

  • Finalize and award contracts to selected subcontractors.
  • Manage day-to-day administration during execution, including communications, invoicing, status reports, and contract closeout.
  • Perform subcontract documentation in compliance with established procedures, including necessary approval documents, traceability, and closeout packages.
  • Ensure all subcontract requirements such as performance guarantees, insurances, and warranties are properly secured.

Contract Management & Oversight

  • Actively participate in managing and administering subcontracts engaged in construction activities for oil and gas-related projects, working under minimal supervision.
  • Facilitate communication between multiple internal departments, contractors, and manage all contract documents.
  • Assist with subcontracting strategy development for the Subcontracts Manager and ensure all contracts are incorporated and negotiated to include project-required flowdown conditions to minimize company risk.
  • Monitor assigned subcontract packages for budget and cost, including expenditures, payment approval, and changes.
  • Negotiate any disputes to achieve the best position for the company in accordance with contract provisions.
  • Ensure cost control is maintained throughout contract execution.

Stakeholder Support & Reporting

  • Provide technical or functional support to project teams.
  • Advise Operations on execution plans and issues.
  • Deliver reports required by Project and Function on time to the Subcontracts Manager.

Qualifications & Experience

  • Minimum 2–3 years in EPC industry with contract and subcontract administration experience.
  • Bachelor's degree in Construction, Project Management, Supply Chain Management, Business Administration, or equivalent experience.
  • Experience in executing subcontract templates, packages, bid evaluation, negotiating terms and conditions, or subcontract development and management processes is highly recommended.
