SR OFFSHORE CONSTRUCTION MANAGER

Role Overview

Senior Offshore Construction Manager at NMDC Group. This role leads all offshore construction execution, engineering coordination, and stakeholder management for offshore projects.

Role Purpose

Oversee all aspects of offshore construction execution from project start through completion. Serve as the central point of control for offshore scope, coordinate across internal departments and external stakeholders, manage offshore material delivery and subcontract performance, and ensure compliance with safety, quality, and contractual obligations.

Key Responsibilities

Engineering & Design Coordination

• Prepare list of construction aids (load register) required for the job.
• Finalize relevant AFC drawings with PEM after receiving comments from various departments.
• Prepare a list identifying the marine spread requirement for the project and finalize with VPOO/OOD.
• Coordinate with survey section and advise survey requirements for the project.
• Prepare the scope of work for pipe coating activity and follow-up closely the pipe-coating progress with the PMT fabrication engineer.
• Review engineering documents, drawings and analyses from constructability point of view.
• Consolidate relevant comments from LME, OOM, and NBM and pass to PEM.
• Review technical procedures, anchor patterns, and installation drawings.
• Follow-up with LME, OOD, and NBM to ensure timely submission to client.

Procurement & Material Management

• Issue Purchase Requisition for offshore project material in coordination with SPM in PMT.
• Supervise and assess the performance of the OCE, Sr OCE, LOCE and the Project Material Coordinator for timely delivery of offshore material including line pipe material.
• Monitor receipt of offshore material at stores and approval of MRV.
• Review subcontractor's invoices and provide all clarifications required by finance department for invoice processing.
• Certify invoices prior to approval by PD.
• Approve main store SDIVs, project store SDIVs, MRVs, Service Requisitions and invoices related to offshore scope, as authorized by PD.

Subcontract Management

• Prepare detailed work scope and schedules for offshore subcontracted works.
• Coordinate with subcontracts section for technical and un-priced commercial evaluation and clarifications.

Project Planning & Execution

• Follow-up with PEM on timely submission of deliverables and with client for review and approval.
• Analyze any major change in offshore execution plan that may occur during execution of the project.
• Initiate the offshore project risk and opportunities in coordination with planning and cost manager.
• Provide input to the exception report prepared by planning section, related to offshore scope.

Stakeholder & Client Management

• Initiate all correspondences (letters, faxes) with the client related to offshore scope of work.
• Coordinate with the client representative for all aspects of the offshore work from start of project until completion.
• Provide input for weekly and monthly reports and attend meetings with client whenever required.
• Function as a focal point for all communication and functions pertaining to the offshore scope of the project within the company.
• Coordinate with all departments within the company for all offshore-related scope of the project.

Meetings & Leadership

• Attend and chair meetings initiated by LME and attended by OOD, OCD, PEM, NBM and on case by case basis by AVP-OCS and VPOO to discuss the philosophy for preparation of specific installation procedures.
• Attend weekly meetings with AVP-OCS, OCD and VPOO to discuss progress and areas of concern.
• Conduct regular meetings with the Project Director and PMT and keep the project management team updated on all aspects of offshore works.

External Liaison

• Liaise with third party agency on offshore execution related issues.
• Liaise with marine warranty surveyors on all issues related to marine and construction aspects of the work.

Safety, Quality & Compliance

• Ensure implementation of the project safety plan and the company HSEMS.
• Ensure and enhance quality of the work.
• Participate in project quality audits and follow-up for closeout of inadequacies as determined by the audit findings.
• Capture and issue lessons learnt and good practices at any stage during execution of the project.

Change & Claims Management

• Initiate the variation orders and claims related to offshore work.

Deputy SPM Responsibilities

• Assume the capacity of Deputy SPM on all projects with high offshore weight factor of more than 40%.
• Deputize for the offshore-related activities in all cases.

Qualifications & Experience

• Bachelor's degree in Engineering.
• 14 years' experience with proven offshore operations experience.
