Sr. HSE Officer

Role Overview

Senior Health, Safety, and Environment Officer at Al Jomaih Energy and Water. This is an onsite role responsible for developing, implementing, and maintaining comprehensive HSSE management systems across the facility.

Role Purpose

To establish and maintain a robust health, safety, and environmental management framework that ensures regulatory compliance, protects personnel and assets, and fosters a culture of continuous safety improvement across all plant operations.

Key Responsibilities

Health, Safety, and Environment Management

• Develop, implement, and maintain HSSE policies and procedures in compliance with regulatory requirements, PPAs, and ISO standards including ISO 45001 and ISO 14001.
• Conduct risk assessments and safety audits regularly to identify hazards and ensure the plant operates within a safe and secure environment.

Training and Awareness

• Organize and conduct HSSE training programs for all employees and contractors to enhance safety awareness and knowledge of emergency response protocols.
• Develop educational materials and communicate HSSE policies to ensure understanding and compliance across the organization.

Incident Investigation and Reporting

• Lead investigations of incidents, near misses, and accidents, documenting findings and recommending corrective actions.
• Prepare detailed incident reports and generate analyses to prevent recurrence.
• Maintain a comprehensive incident reporting system.

Regulatory Compliance

• Ensure compliance with local and international health, safety, and environmental regulations and industry standards relevant to power generation.
• Liaise with regulatory bodies and prepare necessary documentation for permits and compliance audits.

Emergency Preparedness

• Develop, implement, and regularly update the plant's emergency response plan.
• Ensure all personnel are trained and emergency drills are conducted.
• Coordinate emergency response teams and ensure suitable PPE and safety equipment are available and maintained.

Monitoring and Reporting

• Monitor HSSE performance metrics and prepare regular reports to management detailing compliance status, incidents, and improvement initiatives.
• Participate in HSSE audits and inspections, addressing any identified issues in a timely manner.

Collaboration and Communication

• Collaborate with operations, maintenance, and engineering departments to ensure HSSE considerations are integrated into all aspects of plant operations.
• Foster a culture of safety through effective communication and collaboration with management, employees, and contractors.

Continuous Improvement

• Identify opportunities for continuous improvement in HSSE practices and suggest improvements for processes, systems, and culture.
• Stay updated on industry best practices and advancements in HSSE technologies.

Qualifications & Experience

• Bachelor's degree in environmental science, occupational safety, engineering, or a related field.
• Minimum of 5 years of experience in HSSE roles within the power generation or industrial sector, preferably in combined cycle plants.
• NEBOSH, IOSH, or equivalent safety certification is preferred.
• ISO 45001 and ISO 14001 internal auditor certifications are an advantage.

Skills & Competencies

• Strong understanding of health, safety, and environmental regulations and ISO standards.
• Excellent communication, interpersonal, and leadership skills.
• Analytical and problem-solving abilities.
• Proficient in MS Office and HSSE management software.
• Ability to work in a multicultural environment and communicate effectively across various levels of an organization.
• Fluent in English; proficiency in Arabic is an asset.

Additional Information

• Must be willing to work in onsite environments and conduct regular site inspections.
