Role Purpose

This role provides leadership with accurate financial performance insights, commercial analytics, budget governance, and cost-related decision support across assigned projects and programs.

Key Responsibilities

Cost Management & Forecasting

• Lead cost management, budgeting, forecasting, and financial performance reporting across the assigned portfolio.
• Establish and maintain project cost baselines, budgets, contingencies, and funding allocations.
• Monitor cost performance indices, productivity metrics, cash flow forecasts, and financial KPIs.
• Analyze budget variances and develop mitigation and recovery actions.

Earned Value Management

• Develop and manage Earned Value Management (EVM) systems and reporting.

Financial Reporting

• Provide monthly and executive-level cost, commercial, and financial reports.
• Develop dashboards and automated reporting solutions through Power BI and enterprise systems.
• Challenge contractor cost data and validate financial reporting accuracy.

Commercial & Contract Administration

• Lead commercial reporting and support contract administration teams on commercial performance matters.
• Review contractor applications, change requests, variation orders, and commercial claims from a controls perspective.

Stakeholder & Internal Alignment

• Partner with Finance, Procurement, and Commercial teams to ensure alignment of project financial reporting.
• Provide financial scenario planning and trend analysis to support strategic decision-making.

Governance & Compliance

• Ensure compliance with governance frameworks relating to cost control, budget approvals, delegated authorities, and financial reporting.
• Support business case evaluations, investment reviews, and funding approvals.

Qualifications & Experience

• Bachelor's Degree and/or postgraduate qualification in Engineering, Architecture, Construction Management, Business Management, or relevant field of study.
• 10 to 15 years' relevant project controls experience, with demonstrated leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.
• In-depth knowledge of project controls as applied in major construction environments.
• Regional experience preferred.

Skills & Competencies

• Proficient use of enterprise-level management software such as PRISM, Primavera P6, Aconex, ARM, PowerBI, or similar systems.
• Strong communication skills to articulate a clear technical direction to senior stakeholders.
• Significant experience in development, implementation, and management of business systems, including policies and procedures applicable to the role and across the project.
• Analytical and thorough problem-solving ability.
• Recognized discipline or industry presence valued by industry peers as an authority able to work with teams to solve technical problems and achieve a high level of assurance on project deliverables.
• Able to connect people and issues and drive a quick response.
