Role Purpose

Lead a complex digital transformation program pairing agency-grade creative, UX, and technology delivery with the rigor and governance that large-scale government digital transformation demands. Own the multi-platform migration and integration of legacy systems into a modern, accessible, mobile-first ecosystem serving public sector stakeholders and citizens.

Key Responsibilities

Discovery & Requirements

• Lead discovery phases to draft, validate, and secure sign-off on Business, System, and Customer Requirements documents.
• Translate high-level client mandates into precise technical user stories, API integration blueprints, and functional specifications across web, mobile, and AI microservices.

Design & User Experience

• Oversee UI/UX workflows in Figma, ensuring wireframes, design systems, and prototypes meet WCAG accessibility standards and client branding guidelines.

Technical Architecture & Infrastructure

• Partner with enterprise architects on cloud infrastructure (primarily Microsoft Azure / Azure Government Cloud), ensuring adherence to data sovereignty, zero-trust security, and containerised deployment standards.

Program Delivery

• Own project lifecycles end-to-end across portal rebuilds, mobile app rollouts (iOS/Android), and AI model integration (LLM agents, conversational AI, NLP search).
• Run hybrid governance models (Agile for dynamic product development, Waterfall for milestone sign-offs, procurement, and budget compliance) while managing risks, SLAs, and program performance metrics.

Stakeholder Management

• Liaise between senior government stakeholders, steering committees, and internal technical delivery teams to translate complex architecture into clear executive narratives.

Quality Assurance & Handover

• Oversee Performance, Security, VAPT, UAT, and operational readiness phases to ensure seamless handover and client IT team enablement.

Qualifications & Experience

• 8+ years of progressive experience in IT/digital transformation, with at least 5 years leading complex, large-scale portal, mobile app, and system integration projects.
• Proven track record delivering digital initiatives for Public Sector clients in Kuwait or the broader GCC region.
• Deep technical delivery experience spanning enterprise CMS platforms, microservices architecture, RESTful API gateways, and native/hybrid mobile frameworks (React Native, Flutter, iOS/Android).
• Practical experience integrating AI technologies (e.g., LLM agents, conversational AI, NLP-driven search, RPA) into public-facing digital channels.
• Solid knowledge of Microsoft Azure cloud topology (including Azure AD/Entra ID) alongside working knowledge of GCC data privacy laws, cybersecurity frameworks, and national e-KYC standards.
• Bachelor's degree in Computer Science, Software Engineering, IT, or a related field.

Skills & Competencies

• Working proficiency in Figma for reviewing user flows, prototypes, and design systems.
• Passion for creating impactful work and identifying new opportunities.

Additional Information

Preferred Qualifications

• Master's degree or MBA in IT Management or a related field.
• Formal Project Management certification (e.g., PMP, Prince2, or Agile/Scrum certifications).
