Role Overview

Senior Design Manager - Roads / Utilities / Urban Development at HILL International. The role leads planning, design, coordination, and delivery of large-scale infrastructure projects across roads, utilities, and urban development sectors.

Role Purpose

Lead the end-to-end delivery of complex infrastructure projects by overseeing multidisciplinary design teams, managing technical interfaces, budgets, schedules, and stakeholder relationships while ensuring compliance with client requirements, regulatory standards, and industry best practices.

Key Responsibilities

Project Management

• Oversee the planning, design, procurement, construction, and delivery of large-scale infrastructure projects related to roads, utilities, and urban development, ensuring projects are completed on schedule, within budget, and to required quality standards.
• Manage project budgets, ensuring costs are controlled and projects are delivered within budget.
• Conduct feasibility studies and cost-benefit analyses for infrastructure projects.
• Prepare progress reports and other communication materials to communicate project status to key stakeholders.

Design & Technical Leadership

• Provide technical guidance and support to project teams.
• Develop and implement policies and procedures related to infrastructure delivery.
• Contribute to the development of strategic plans for the organization.
• Promote a culture of continuous improvement within the organization, identifying opportunities for innovation and implementing best practices in project delivery.

Team Management

• Manage a team of engineers, project managers, and construction workers, providing direction, guidance, and support to ensure projects are delivered effectively.

Stakeholder Engagement

• Engage with stakeholders such as clients, government agencies, and regulatory bodies to ensure compliance with regulations and maintain positive relationships.

Contract Management

• Manage contracts with external vendors and contractors.
• Negotiate contracts with clients, contractors, and other key project partners to ensure projects are delivered effectively and within budget.

Risk & Safety Management

• Identify and mitigate risks that may impact the project timeline, budget, or safety of the project.
• Manage risk and resolve issues that arise during project delivery.
• Ensure compliance with health and safety regulations, promoting a culture of safety within the organization and among project partners.
• Ensure compliance with relevant regulations and standards.

Other

• Perform other duties as assigned by the line manager/supervisor.

Qualifications & Experience

• Bachelor's degree in Civil Engineering.
• Minimum 20 years' experience in infrastructure design and construction management within large-scale GCC infrastructure projects (Roads & Utilities) and Community Development Projects.
• Minimum 5 years' experience in the GCC region.
• Strong experience in Roads, Utilities, and Urban Development.
• Proven background in PMC / Consultancy and multidisciplinary coordination environments.
