Senior Commercial Manager (Q - RU)

Role Overview

Senior Commercial Manager at JASARA PMC, based in Qatar and the Russian Federation region. This role leads commercial management activities across a broad portfolio of residential development projects, ensuring commercial strategies are implemented effectively to achieve business objectives.

Role Purpose

Drive contract administration, procurement processes, and financial oversight across residential infrastructure programs. Work closely with project teams, stakeholders, and external partners to deliver high-quality outcomes while ensuring compliance, managing risks, and maximizing project success and profitability.

Key Responsibilities

Commercial Strategy & Development

• Develop and execute comprehensive commercial strategies for residential development projects.
• Identify opportunities to optimize costs and improve operational efficiencies in residential developments.

Stakeholder & Supplier Management

• Liaise with internal stakeholders, suppliers, and contractors to ensure alignment and successful delivery.
• Report regularly to senior management on commercial performance and key project milestones.

Compliance & Risk Management

• Ensure compliance with legal, regulatory, and company policies related to commercial activities including change management and claim management.

Consultant Procurement

• Prepare the commercial sections of Request for Proposal (RFP) documents.
• Ensure scope of services section of RFPs are commercially robust.
• Undertake the commercial assessment of consultant proposals.
• Raise and close out necessary commercial post-tender clarifications to ensure bid compliance.
• Prepare consultant award recommendations.
• Review draft agreements for completeness in accordance with the RFP and bid negotiations.

Post-Contract Commercial Management

• Manage the interim payment process.
• Manage the change control process.
• Manage contractor claims.
• Deliver cost reporting.

Team Leadership

• Lead, motivate, and develop the commercial team to enhance performance and professional growth.

Qualifications & Experience

• Bachelor's degree in Quantity Surveying, Construction Management, Business, or a related field.
• 15 years of relevant experience.
• 2 years of experience on the client side.
• GCC (Middle East) experience.
• 2–3 years of residential background.
• MRICS certification (preferred).

Skills & Competencies

• Ability to read Arabic (preferred).
• Contruent (Ares Prism) experience (preferred).
