Senior Civil Engineer

Role Overview

Senior Civil Engineer at HanmiGlobal Saudi, based in Riyadh. This role delivers program-level civil engineering expertise and technical governance for a mega multi-work package land and infrastructure development program on behalf of a major government entity.

Role Purpose

Provide program-level technical expertise, engineering assurance, and collaborative oversight for reviewing and monitoring all civil designs across the program. Ensure all technical submissions are fully integrated and compliant with approved design criteria, infrastructure strategies, statutory requirements, and operational needs. Support successful delivery of the overall development program under the direction of the Technical Manager.

Key Responsibilities

Design Review & Technical Assessment

• Review and assess civil engineering reports, design calculations, drawings, specifications, technical studies, and engineering submissions to ensure compliance with approved standards, regulations, Client's requirements, and project objectives.
• Evaluate engineering methodologies, constructability, maintainability, operational performance, safety, and lifecycle considerations for civil infrastructure works.
• Review civil engineering aspects of site development, grading, earthworks, utility corridors, infrastructure networks, and associated civil works.
• Assess the civil engineering implications of design changes, scope modifications, Value Engineering proposals, and construction methodologies.

Integration & Coordination

• Coordinate multidisciplinary technical reviews to ensure effective integration between civil engineering, roads, drainage, utilities, irrigation, transportation, landscape, and other infrastructure systems.
• Coordinate with Lead Developers, consultants, contractors, utility providers, government authorities, and regulatory agencies on civil engineering matters, approvals, and technical compliance.

Engineering Assurance

• Support engineering assurance processes by reviewing technical deviations, design modifications, and compliance with applicable standards and specifications.
• Provide technical recommendations on engineering risks, constructability, cost, schedule, quality, maintainability, and lifecycle performance.

Issue Resolution & Improvement

• Support the resolution of technical issues during design development and project implementation while identifying opportunities for innovation and continuous improvement.

Reporting & Advisory

• Prepare technical assessments, engineering review comments, reports, executive summaries, and recommendations for the Technical Manager, PMCM Management, and Client.
• Participate in technical workshops, design coordination meetings, multidisciplinary reviews, and stakeholder engagement sessions.

Qualifications & Experience

• Bachelor's Degree in Civil Engineering from an accredited university.
• Chartered Professional membership or equivalent professional accreditation.
• Minimum fifteen (15) years of professional experience in civil engineering, infrastructure delivery, land development, transportation, utilities, or major capital projects.
• Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, preferably on major infrastructure and land development programs in Saudi Arabia or the GCC.
