SCMS Senior commissioning Engineer

Role Overview

SCMS Senior Commissioning Engineer at Hitachi Energy L.L.C, Abu Dhabi, United Arab Emirates. Full-time, on-site position.

Role Purpose

Oversee the installation and commissioning of Substation Automation Systems for medium-complexity assignments, ensuring all commissioning activities are completed efficiently, cost-effectively, and in accordance with contract specifications, quality standards, and safety requirements.

Key Responsibilities

Commissioning Leadership & Oversight

• Represent the Commissioning function at project meetings and design review meetings.
• Contribute to the creation of the project commissioning philosophy and manage its implementation.
• Act as lead for commissioning activities on a project.
• Manage small commissioning teams.
• Manage completion of all commissioning activities efficiently and cost-effectively.

Design & Documentation

• Implement commissioning design changes.
• Produce as-built project documentation.
• Prepare project documentation for SAT.
• Support continuous improvement of project processes, products, and system design through lessons learned feedback.

Project Planning & Delivery

• Create work plans for your area of responsibility.
• Proactively manage tasks to deliver on time, on quality, and at targeted cost.
• Manage 2–3 projects per year with team sizes of 2–4.

Risk, Claims & Contract Management

• Conduct real-time risk and opportunity assessments during the commissioning phase to ensure safe implementation.
• Identify potential variation requests to support contract claims.
• Assist Project Managers in issuing claims for new scope of work, cost impact, time impact, and risk quantifications.
• Report early any contract, quality, program, or cost issues to management with recommendations for resolution.

Stakeholder & Customer Engagement

• Ensure professional representation of the organization in all customer interactions.
• Interface with customers and external providers for approval of plant acceptance criteria.
• Coordinate closure of open issues and performance tests.
• Coordinate site activities focused on finalizing customer acceptance certification.
• Manage external organizations providing commissioning equipment, systems, or services.
• Issue permits to work and provide guidance on health and safety requirements and work practices.
• Accept completed work from external organizations.
• Understand customer needs and optimize electrical design for time, cost, quality, and customer satisfaction.

• Use agreed procedures to ensure all commissioning activities comply with safety regulations and contractual requirements.
• Ensure compliance with applicable external and internal regulations, procedures, and guidelines.

Coordination & Reporting

• Provide proactive coordination and reporting to the principal commissioning engineer operationally and the commissioning manager functionally.
• Obtain approvals from utilities for commissioning activities of SAS systems.

Team Development & Knowledge Sharing

• Actively develop and coach colleagues.
• Cultivate a network of engineering peers within and outside the business unit.
• Take a lead role in developing the function within the business unit by gathering and sharing best practices.

Process & Systems Development

• Create standard processes and tools.
• Demonstrate knowledge and experience with third-party products and systems.

Qualifications & Experience

• 5–8 years' experience as a commissioning engineer for SAS systems and products.
• 4–5 years' experience with IEC 61850.
• Experience handling large and medium-complex projects in operation.
• Thorough knowledge of substation automation systems and different communication protocols.
• Working knowledge and understanding of GRS systems on various protocols: IEC 101, IEC 104.
• RTU commissioning experience is an advantage.
• Thorough knowledge of control and interlocking logic in substations.

Skills & Competencies

• Knowledge of design tools such as Visio.
• Strong knowledge of cybersecurity and its implementation.
• Strong customer orientation, communication, and presentation skills.
• System-wide understanding and product knowledge.
• Ability to handle complex systems.
• Ability to manage multiple priorities and tasks with an analytical and strategic approach.
• Proficiency in spoken and written English is required.
• Arabic is a plus.
