Quantity Surveying Manager

Role Overview

Quantity Surveying Manager at JASARA PMC. The role provides expert quantity surveying support to project delivery teams and serves as the functional lead for in-house quantity surveyors.

Role Purpose

Establish and maintain quantity surveying excellence across the organization by providing technical guidance, oversight, and approval authority for all measurement, pricing, costing, and contract variation matters aligned with international industry best practices.

Key Responsibilities

Centre of Excellence & Technical Leadership

• Act as the Centre of Excellence providing expert support to project delivery teams in all aspects of quantity surveying, including measurement and pricing.
• Serve as the key escalation point for complex technical quantity surveying issues.
• Ensure that quantity surveying services adhere to established standards and align with international industry best practices.

Team Oversight & Guidance

• Provide functional oversight and guidance to in-house Quantity Surveyors, particularly those specializing in Furniture and Equipment (F&E).

Cost Review & Approval

• Review and approve cost submissions from Project Management Consultants (PMC) and outsourced consultants.
• Assess and approve costing for value engineering proposals to optimize project costs.
• Approve interim payment certificates, ensuring compliance and coordination with Administration & Procurement (A&P) teams.

Contract & Procurement Coordination

• Provide technical approval on contract variations related to measurement and cost in coordination with Administration & Procurement (A&P) teams.

Qualifications & Experience

• Bachelor's, Master's, or PhD degree in Quantity Surveying, Engineering, Construction Management, or a related field.
• Minimum 10 years of professional experience in quantity surveying within engineering and construction environments.
