QC Inspector – Telecommunication at Samsung E&A. This role is based on-site at project locations.

Role Purpose

Perform quality control and inspection activities for Telecommunication discipline work throughout project execution, from start to completion. Ensure all work conforms to quality requirements, international codes and standards, and project specifications through systematic inspection planning, execution, documentation and coordination with all stakeholders.

Key Responsibilities

Inspection Planning & Documentation

• Establish inspection and test plans and record forms in accordance with project requirements and international codes and standards.
• Generate client Requests For Inspection (RFI) providing sufficient notice for hold, witness and inspection points.
• Prepare, review and approve Inspection Test Plans (ITP) submitted by Subcontractors.
• Prepare, review and approve related inspection reports where inspection results are recorded.
• Set and apply practical inspection processes for Telecommunication discipline based on project requirements and international codes.
• Manage inspection matrices as systematic tools to control inspection status.

Quality & Compliance Management

• Perform quality activities in accordance with the established quality management system.
• Carry out inspections on Telecommunication discipline to determine whether work conforms to quality requirements and record results.
• Implement quality standards and procedures and conduct site inspections of communication and instrument works.
• Control quality violations through regular toolbox talks with the construction team.
• Ensure inspection status is controlled through efficient tools such as inspection matrix.
• Review and justify inspection requests and technical reports.
• Investigate and analyze nonconformities and observations and determine solutions.
• Control NCRs to close out within due dates and support preparation of Corrective Action Plans.
• Ensure lessons learnt are applied and proper preventive action is conducted.

Material Management & Incoming Inspection

• Prepare and review Material Approval Requests (MAR) submitted by Subcontractors.
• Review and track material submittals required for Telecommunication Definable Features of Work prior to Preparatory Meetings.
• Inspect incoming material deliveries by confirming specifications and compliance with approved submittals.
• Conduct visual and measurement tests in conjunction with onsite logistics team.
• Reject and facilitate return of unacceptable materials.
• Check calibration of testing and measuring instruments and ensure required certification is produced.

Stakeholder Coordination & Site Management

• Coordinate direct activities with other discipline inspectors to maintain consistency and integrity in overall construction.
• Perform and coordinate inspections with client.
• Conduct Preparatory Meetings with Subcontractors related to Telecommunication Definable Features of Work.
• Liaison with all parties for site safety and quality of works.
• Provide all necessary on-site direction and issue indications with respect to road works, utilities and other related activities.

Testing & Commissioning

• Inspect and witness installation and testing for Cathodic Protection system, Heat tracing, Fire alarm and Telecommunication systems with client.
• Perform field inspection, surveillance and audits of field Telecommunication installation.
• Participate in pre-commissioning activities and plant start-up.

Reporting & Record Management

• Maintain daily reports and ensure accuracy and completeness of records.
• Utilize computer technology to access data, maintain records and generate reports.
• Use project-specific engineering and construction software.

Supervisory Duties

• Carry out QC Supervisor responsibilities in their absence.

Qualifications & Experience

• Diploma in engineering.
• Certificate related to Telecommunication discipline.
• Demonstrable experience in all aspects of electrical and telecoms supervision projects, preferably in the Gulf region.
• Experience managing inspections from project start to completion.

Skills & Competencies

• Technical knowledge and familiarity with related international codes and standards in Telecommunication discipline.
• Ability to check that suitable and appropriate inspection and test tools are used.
• Capability of planning and controlling inspections for medium-scale projects (0.5–1.5 billion dollar range).
• Emphasis on Quality Assurance Specifications and Statistical Quality Control.
• Working knowledge of ISO 9001 standards.
• Computer literacy and ability to utilize computer technology to access data, maintain records and generate reports.
• Knowledge of project-specific engineering and construction software.
