Role Overview
Project Engineer I at KBR's Sustainable Technology Solutions (STS) group supporting a 5-year Programme Management Services contract with Kuwait Oil Company to deliver project management, coordination, planning, design, engineering, construction management, contracting, procurement, and project controls for oil field development and facility upgrades.

KBR's Sustainable Technology Solutions (STS) group provides programme management services to support clients in achieving optimum capacity in oilfields and enhancing facilities through efficient and economical means. The contract serves Kuwait Oil Company and covers construction of new oil field facilities, upgrading of existing facilities, and transfer of technology.
Role Purpose
The Project Engineer I acts as primary technical coordination interface and focal point for the client, managing multidiscipline engineering activities across FEED, bidding, and EPC phases to ensure projects are executed in a safe, efficient, cost-effective, and timely manner while conforming to the client's approved Basis of Design and all applicable regulatory and code requirements.
Key Responsibilities
Project Setup and Handover
- Set up and take over/hand over of projects.
- Establish clear objectives to the PMC's design and engineering team.
Engineering Management and Coordination
- Manage PMC's engineering teams during FEED, bidding, and EPC phases.
- Compile scope of work documents and technical portions of Invitation to Bid documents.
- Coordinate reviews and comments on engineering and technical deliverables from third-party companies including P&IDs, line lists, equipment datasheets, instrumentation index, and cable routing within agreed review timeframes.
- Coordinate PMC and client participation in technical project reviews including P&ID reviews, HAZID, HAZOP, SIL, 3D models, constructability reviews, and other technical reviews.
- Ensure compliance with all applicable project standards and specifications.
- Document Project Milestone Reviews.
Field Operations and Commissioning
- Support field engineering and monitor status of test packages, welding maps, spool tracking, and field progress.
- Coordinate with the commissioning team and assist engineering team participation in punch walks, loop checks, and PSSR reviews.
- Assist in preparing Mechanical Completion (MC) and Ready for Start-Up (RFSU) dossiers.
- Ensure proper compilation and updating of as-built documents, redlines, MTOs, loop folders, commissioning binders, and handover documentation.
- Ensure delivery of as-built (End of Job) documentation to the client in time and in good quality.
Schedule and Cost Management
- Contribute to the development of the overall project schedule.
- Ensure work progress as per approved schedule in close cooperation with the Project Controls Team.
- Set up and regularly maintain a project dashboard in close cooperation with the Project Controls Team.
- Monitor cost aspects of the project within direct control to forecast final costs, trends, and take action to avoid cost overruns with support of the Project Controls Team.
- Evaluate Earned Value and value of work for project completion with support of the Project Controls Team.
Stakeholder Management and Communication
- Build and maintain healthy relationships with clients and act as project focal point for the client.
- Proactively resolve scope and schedule issues with third-party contractors as they arise.
- Effectively communicate with design and engineering teams inside PMC and third parties and other project stakeholders including operations and maintenance.
- Regularly chair and record project team meetings within the PMC organisation, with the client, and with third-party contractors or consultants.
- Define and communicate team's priorities including achievement of milestones and other key project objectives.
- Listen to the team, discuss issues, resolve problems, and direct activities to remove roadblocks and achieve objectives.
- Regularly provide input to project reports to internal Project Management and clients.
- Assess and provide feedback on third-party contractor's project reports.
Contract and Change Management
- Know the contract between FEED or EPC contractors and between the Client and third-party contracts.
- Know the PMC Contract between KBR and the Client.
- Ensure Change Order recording and participate from project team in technical parts of change order assessment.
Documentation and Correspondence
- Take responsibility for preparation and status tracking of all project-related correspondence, transmittals, and project documents.
Technical Evaluations and Testing
- Perform technical bid evaluations (TBE) and award recommendations together with relevant discipline engineers.
- Participate in or delegate participation of discipline engineers in Factory and Site Acceptance Tests.
Qualifications & Experience
- Bachelor of Science in Engineering from an accredited college or university.
- Minimum 15 years post-graduation total experience.
- Minimum 10 years post-qualification experience in Oil & Gas, refinery, or petrochemical industry, with exposure to heavy oil projects.
- Minimum 5 years of experience in related designation or specialty.
- Proven track record of managing and leading teams for large-sized projects in the Oil & Gas industry.
- Demonstrated ability to function effectively in a multi-cultural environment, preferably in the Middle East.
