Programme Director (EOI)

Role Overview

Programme Director (Expression of Interest) at JASARA PMC. The role is based in Saudi Arabia, preferably Riyadh or Khobar, with domestic travel required.

Role Purpose

Lead the planning, execution, and delivery of complex oil and gas programmes. Oversee multiple project teams to ensure alignment with business objectives, regulatory compliance, and stakeholder expectations. Drive optimum performance across all projects, enhance operational efficiency, and maximize value for clients.

Key Responsibilities

Strategy & Planning

• Lead the development and execution of the overall programme strategy for large-scale industrial projects.
• Ensure robust planning and resource allocation across all programmes.

Project & Team Management

• Manage multiple project teams, providing guidance and direction to ensure delivery on time, within scope, and within budget.
• Lead diverse teams and collaborate with multiple stakeholders.

Stakeholder Engagement & Collaboration

• Facilitate collaboration between clients, stakeholders, and cross-functional teams to align goals and optimize programme outcomes.
• Engage with industry partners, government authorities, and stakeholders to foster relationships and enhance programme visibility.

Risk & Compliance Management

• Implement risk management strategies at the programme level, monitoring and addressing potential issues proactively.
• Ensure compliance with all regulatory and safety standards applicable to oil and gas operations.

Performance & Reporting

• Prepare and present programme updates and reports to senior management and stakeholders, highlighting key milestones and challenges.
• Continuously evaluate programme performance and identify opportunities for improvement and innovation.

Qualifications & Experience

• Bachelor's degree in Engineering; Master's degree preferred.
• Professional membership required: PMI, RICS, ICE, or equivalent.
• At least 20 years of experience in the oil and gas industry, with significant experience in programme and project management.
• At least 5 years of relevant experience in Saudi Arabia.
• International PMC or EPC contractor experience.
• Experience in EPC/LSTK contracts.
• Proven track record of successfully managing large-scale oil and gas programmes.
• Deep understanding of industrial project operations, project lifecycle, and industry standards.
