Program Manager

Role Overview

Program Manager at HILL International. The role is based at a location to be confirmed by the employer.

Role Purpose

Lead the planning, development, and execution of large-scale infrastructure programs comprising multiple projects. Manage cross-functional teams and external vendors to deliver projects on time, within budget, and to client and design specifications while maintaining compliance with quality, environmental, safety, and occupational health standards.

Key Responsibilities

Planning & Design

• Participate in the planning and formulation of design alternatives and solutions for the construction project.

Scope & Resource Management

• Work closely with project sponsor, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
• Identify key requirements for cross-functional teams and external vendors.

Team & Program Leadership

• Manage program and project teams for optimal return on investment.
• Coordinate and delegate cross-project initiatives.
• Direct work sequencing to expedite projects delivery and to minimize disruption of ongoing operations.

Budget & Financial Control

• Develop and manage budget for projects and be accountable for delivering against established business goals and objectives.
• Develop and administer project budgets and fiscal controls, contracts, and quality control provisions.

Risk & Opportunity Management

• Work with other program managers to identify risks and opportunities across multiple projects within the department.
• Analyze, evaluate, and overcome program risks.

Compliance & Quality

• Ensure that projects operations are in compliance with design specifications and with client requirements.
• Inform themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensure continued compliance with these requirements while employed by Hill.

Stakeholder Communication & Reporting

• Communicate with the Client's representatives continuously regarding Project Progress and areas of concerns.
• Produce program reports for managers and stakeholders.

General

• Perform other duties as assigned by the line manager or supervisor.

Qualifications & Experience

• Bachelor degree in engineering from an accredited university.
• Minimum 20 years' experience in managing large-scale infrastructure programs consisting of multiple projects.
• Experience of major government and/or semi-government program and projects implementations.
• Extensive experience in the construction management of water and wastewater works.
• Experience of implementing a zero accident philosophy.
• A record of engagement with government entities and utility providers.
• Experience of working internationally.
