PROCUREMENT OFFICER

Role Overview

Procurement Officer at NMDC Group. The successful candidate will manage procurement activities for plant, equipment, and materials across NMDC operations.

Role Purpose

Deliver effective procurement services that protect NMDC's commercial position, ensure compliance with business processes, and achieve project cost and delivery objectives through strategic sourcing, supplier management, and rigorous tender evaluation.

Key Responsibilities

Tender & RFQ Management

• Initiate and send Requests for Quotation (RFQ) and Requests for Proposal (RFP) to the Plant and EME.
• Prepare and compile tender documents for EME and Plant suppliers, particularly for items not covered by the framework agreement.
• Verify that bidders conform to all tender documentation requirements, including guarantees, performance bonds, and insurance, following agreed formats and processes.

Supplier Evaluation & Analysis

• Conduct commercial analysis and evaluation of suppliers' proposals.
• Participate in the technical and un-priced commercial evaluation of tenders, leading the priced commercial evaluation of technically acceptable offers.
• Prepare a comprehensive techno-commercial evaluation report and provide recommendations.

Procurement Operations

• Oversee the timely procurement of EME and Plant supplies, adhering to established procurement business processes.
• Manage a strategic procurement process that aligns with customer needs while ensuring compliance with business processes.
• Process award recommendations, secure necessary approvals, and finalize negotiations with the successful bidder.

Stakeholder & Supplier Management

• Liaise closely with the Plant and EME Procurement Manager to ensure effective procurement of all allocated Purchase Requests and to address any concerns from the customer's team.
• Maintain strong working relationships with suppliers and subcontractors.
• Support colleagues to develop knowledge, skills and competencies.

Reporting & Documentation

• Document procurement processes and generate monthly Procurement and Supply Cost Reports.
• Prepare cost-benefit analysis reports for management review.

Governance & Process Development

• Provide an effective procurement function for the NMDC group, offering governance, advice, and guidance to colleagues engaged in procurement activities.
• Develop and implement robust policies, processes, procedures, and systems to enhance the operational effectiveness of the NMDC group concerning procurement.
• Leverage volume procurement across the group.

Qualifications & Experience

• Bachelor Degree in a related field, or equivalent.
• Minimum 06 years of related work experience in similar industries.
• Industry related experience in Oil and Gas, Dredging, or Marine Civil Engineering Construction.
• Certification: CIPS (Chartered Institute for Purchasing and Supply) or equivalent certifications would be an advantage.
• Preferred experience with knowledge in Plant & Machinery Hire.
• Preferred UAE market experience in sourcing.
• Knowledge in understanding and implementing the Plant Hire, Frame Agreement, Amendments.

Additional Information

• Passing physical fitness from AD Health Service Co. SEHA is mandatory.
• Physical examinations and investigation test (ADMA) will be required before working at offshore Oil and Gas projects.
• NMDC's contractual, commercial, insurance and legal processes relating to contracts must be understood to protect NMDC's position.
• NMDC's projects commercial objectives must be achieved.
