PMO Excellence Specialist

Role Overview

PMO Excellence Specialist at KFUPM, responsible for establishing and overseeing a centralized PMO governance and performance framework across the institution.

Role Purpose

Establish and oversee a centralized PMO governance and performance framework that ensures transparency, accountability, and effective delivery of institutional projects across administrative and support functions. The role focuses on standardization, performance oversight, and assurance, not direct project execution.

Key Responsibilities

PMO Governance & Frameworks

• Define and implement PMO governance, standards, and methodologies
• Establish project lifecycle frameworks and approval gates
• Clarify roles, responsibilities, and decision authorities
• Align governance with institutional policies

Portfolio Oversight & Assurance

• Monitor project portfolio and conduct health checks
• Ensure adherence to methodologies and reporting standards
• Identify risks, delays, and performance gaps
• Escalate critical issues to leadership

Performance & Reporting

• Develop portfolio dashboards with relevant teams
• Define KPIs and provide consolidated reports
• Ensure accuracy and consistency of project data

Compliance & Quality Alignment

• Ensure alignment with governance, compliance, and ISO standards
• Support audit readiness and review project documentation
• Promote quality assurance practices

Methodology & Continuous Improvement

• Maintain standardized methodologies (PMI / PRINCE2)
• Drive process improvements and capture lessons learned
• Support project management maturity across departments

Stakeholder Coordination

• Coordinate with project owners and facilitate governance forums
• Align projects with strategic priorities
• Support communication with leadership

Authority & Governance Enforcement

• Request project data and enforce governance standards
• Recommend improvements and escalate major risks

Qualifications & Experience

• Bachelor's degree in Engineering, Business, or related field (Master's preferred)
• 7 to 9 years of experience in PMO, project governance, or performance roles
• Strong knowledge of project governance frameworks
• PMP, PRINCE2, or equivalent certification preferred
• Experience in large institutions or public sector preferred
