Role Overview
Wood PLC is recruiting a PMC Specialist Cost Engineer to support the ADNOC Offshore project in Abu Dhabi, United Arab Emirates. The position will be based at the client office in Abu Dhabi.

Role Purpose
This role exists to provide specialized cost engineering expertise for the PMC function on a major ADNOC offshore project, ensuring effective cost control, estimation, contractual compliance, and project financial management throughout project delivery.
Key Responsibilities
Cost Control and Contractual Management
- Develop contractual requirements relating to cost control and estimation, invoicing of payment, and variations to be stipulated in agreements (FEED, PMC, EPC, etc.) and incorporate them into tender documents and agreements.
- Ensure charges of costs are directed to the correct account codes.
Bid and Document Evaluation
- Evaluate technical bids (PMC, FEED, and EPC) to ascertain compliance to specified requirements and provide clarifications to bidders.
- Prepare the relevant portion of the Technical Evaluation Report.
- Finalize the relevant portion of contract documents after incorporating all bulletins issued and clarifications received during the tender stage.
Claims and Variation Management
- Evaluate variation requests and claims by contractors.
- Conduct in-depth analysis of all cost-related submittals from consultants.
- Prepare counter estimates taking into consideration contractual schedule of unit rates for variations.
- Make appropriate recommendations to management for approval.
Project Planning and Coordination
- Prepare AFE (Authorization for Expenditure) and AFOU (Authorization for Out of Pocket Expenditure) for all ongoing projects for management approval.
- Coordinate with the Project Control Managers of all Project Management Consultants (PMC) to ensure adherence to Project Control Procedures and other requirements throughout the project duration.
- Ensure successful project implementation.
Qualifications & Experience
- Bachelor of Engineering in a related discipline.
- Minimum 15 years of experience in the Oil and Gas industry.
- Minimum 5 years of experience in a similar cost engineering or PMC specialist role.
- ADNOC projects experience is mandatory.
- Experience working on offshore projects.
