Role Overview

Wood PLC is recruiting an experienced Project Controls Manager (PMC) for a high-profile client, ADNOC, in Abu Dhabi, UAE. This role manages controls across a portfolio of complex projects within the Oil, Gas & New Energies business.

Role Purpose

The Project Controls Manager monitors project performance against objectives in cost, schedule, business planning, reporting, information management, contracting, procurement, organization and staffing. The role ensures structured project management controls and integration of various project facets to achieve completion on time and within budget.

Key Responsibilities

Governance & Compliance

  • Establish, implement and ensure compliance with procedures and processes for Project Services & Controls.
  • Guide the development and implementation of project procedures and systems related to contracts, project controls, procurement, information management and financial reporting and accounting.
  • Ensure that activities with respect to project cost, schedule, contract, procurement and information management are managed in accordance with the Company's guidelines and contract requirements.
  • Ensure that the organization is fully aware of and accepts guidance offered by the Company's project services professionals.
  • Ensure that contractor delivers on information management requirements.

Planning & Reporting

  • Direct all project activities related to the preparation of the annual Business Plan and related budget in coordination with the Project Support Manager.
  • Direct the preparation of management and project reports (daily, weekly, monthly) and presentations in coordination with the Business Planning & Management Reporting Team lead.
  • Provide pointed cost and schedule information to support decisions by the project team and develop and discuss project periodic cost and schedule reports with IPMT.
  • Direct and monitor all financial reporting for the project including accrual reports, cash calls and the reconciliation of ADNOC Offshore systems with project reporting.
  • Direct and monitor all accounting activities including invoicing review and approvals.
  • Direct the preparation of the Fixed Asset Registers for the project scope.

Project Controls & Performance

  • Serve as the focal point for general project assessments, evaluation and performance including ADNOC reviews and Independent Project Reviews by shareholders and other agencies (e.g. IPA).
  • Maintain close liaison with appropriate members of the project management team (Engineering, Construction, Quality, SHE&S).
  • Finalize the project cost and schedule estimate confidence package and ensure project risks and issues are properly weighted in.
  • Provide advice on cost and schedule impact of changes, modifications or alternates by keeping abreast of engineering, procurement and construction activities.
  • Monitor and coordinate reporting of cost and schedule impact of changes and ensure the accounting systems are in line with audit requirements.

Risk & Issue Management

  • Lead the risk management process for the project team and ensure that the project issues and risk register is kept up to date.
  • Ensure that the activities with respect to project cost, schedule, contract, procurement and information management are being managed by the Company's guidelines and contract requirements, and provide advice as necessary to ensure ADNOC and the Project's objectives are achieved.

Team Development & Stakeholder Management

  • Conduct briefing sessions for project team members with respect to project services requirements and processes with special focus on Safety.
  • Ensure that the organization is fully aware of and accepts the guidance offered by the Company's project services professionals.
  • Direct the development of the IPMT organizational plan and related staffing.
  • Look for opportunities to mentor ADNOC staff in business activities.

Contracting & Procurement

  • Direct the preparation of all project-related tender and procurement activities and manage the respective tender evaluations through to award.
  • Provide support to the Project Manager and the IPMT on Contract Administration issues and matters.
  • Lead the implementation of the ExxonMobil Master Technical Agreement work order process for the Project team.
  • Coordinate all ExxonMobil work request activities.
  • Secure other than EPC contracts required to support project execution and commissioning.

Qualifications & Experience

  • Bachelor of Science degree in Engineering or equivalent.
  • Master's degree in management or equivalent.
  • Minimum 20+ years' experience within the oil and gas sector, including Project Controls Management experience on large projects.
  • Experience with contractors and suppliers and ability to manage related interfaces.
  • Knowledge of relevant international codes and standards.

The position will be based on site in the UAE due to the nature of the projects and client expectations.
