PMC Construction Specialist (I&C)

Role Overview

PMC Construction Specialist (I&C) with Wood PLC. This role is based on an ADNOC onshore project and involves supervising, coordinating, and monitoring all construction activities executed by EPC contractors.

Role Purpose

The Construction Specialist acts as the PMC representative at site to ensure safe, efficient, and quality execution of construction works. The role exists to ensure compliance with ADNOC standards, project specifications, approved drawings, HSE requirements, quality procedures, and project schedules.

Key Responsibilities

Supervision and Coordination

• Supervise, monitor, and inspect the work of EPC contractors and EPC contractor's subcontractors at the construction location (or place of manufacture where applicable) in accordance with ADNOC Onshore policy for supervision, quality assurance, control and inspection.
• Coordinate the FEED/EPC Contractor from construction through commissioning and handover of FEED/EPC works.
• Maintain EPC contractor's adherence to safety, quality and schedule requirements for construction.
• Undertake visits to facilities and sites to support the development of construction activities, review designs and liaise with EPC Contractor or EPC Contractor's Subcontractors.

Construction Planning and Management

• Facilitate and formulate Construction Supervision, management, coordination, administration and strict enforcement of the Construction scope included as part of FEED/EPC Contract in line with Client's objective of progressing Work Order completion timely and to project schedule.
• Review and provide input to the overall construction and installation plan, procedures and construction and installation requirements identified in the EPC Packages developed by FEED contractor to ensure efficient constructability.
• Ensure the construction and installation plan, procedures and requirements developed by EPC contractor comply with the EPC Scope of Work intent and requirements.
• Coordinate and carry out required timely Constructability reviews, in line with Model progression.
• Ensure the required Constructability Readiness reviews are addressed to suit the planned deliverables timing.
• Develop Construction requirements for Bid estimates.
• Assist with construction input to Bid preparation.

Design and Engineering

• Review design documents and provide constructability input to designs.
• Review engineering design drawings and challenge work content for any improvement and cost effective methodology that can be adopted without compromise to safety.
• Challenge engineering detail for possible areas where hot work can be reduced and minimized.
• Liaise closely with ADNOC Onshore PMT team on all aspects of design and technical data.

Quality, Safety and Compliance

• Participate in HSE improvement activities, promoting HSE elements throughout construction development wherever possible.
• Participate in identifying Construction slippage and recommend corrective actions to be performed by EPC contractor.

Fabrication and Vendor Management

• Coordinate and assist fabrication works at EPC contractor's or EPC contractor's subcontractor's fabrication facilities.
• Identify any Specialist Vendor Support, Tools and Equipment required to implement scope.

Stakeholder Coordination

• Interface with ADNOC Offshore's Operations groups as and when necessary.
• Liaise strongly with Procurement team for materials and equipment deliverables for alignment to the overall project schedules.
• Coordinate with Project controls on the progress of work order issuance and proposed completion dates.

Reporting and Documentation

• Formulate Construction deliverables in line with Project procedures for content and accuracy.
• Provide construction input to estimates as and when required.
• Take part in site surveys and generation of reports where required.

Pre-Commissioning and Handover

• Demonstrate thorough working knowledge and experience of construction completion procedures and Pre-commissioning activities.
• Be involved in Effective Change Management.

Technical Knowledge

• Maintain full working knowledge of construction activities in relation to the relevant discipline.

Qualifications & Experience

• Bachelor's Degree or Diploma in Instrumentation Engineering or related disciplines.
• Minimum 10–15 years of pipeline construction experience in oil and gas projects.
• Minimum 5 years in a PMC or client representative role.
• ADNOC onshore project experience preferred.

Skills & Competencies

• Full working knowledge of construction activities in relation to the relevant discipline.
• Ability to review engineering design drawings and challenge work content for improvement and cost effective methodology.
• Thorough working knowledge and experience of construction completion procedures and Pre-commissioning activities.
• Effective Change Management involvement.
