Role Purpose

Monitor, coordinate, review, and support pre-commissioning, commissioning, start-up, performance testing, and handover of process and utility systems for ADNOC Onshore oil and gas facilities. Act as the PMC technical focal point between ADNOC, EPC contractor, Engineering, Construction, Operations, vendors and subcontractors to ensure safe execution in accordance with project specifications, ADNOC requirements, and approved commissioning procedures.

Key Responsibilities

Documentation & Procedure Review

• Review and approve commissioning philosophies, procedures, method statements, test packs and commissioning schedules.
• Review Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), equipment datasheets, cause and effect diagrams, operating philosophies and commissioning sequences.
• Review and verify commissioning test results and associated Inspection & Test Records (ITRs).
• Review daily/weekly commissioning reports, progress curves, look-ahead schedules and commissioning constraints.
• Review commissioning dossiers, turnover packages, certificates, test records and final handover documentation.
• Review site technical queries, deviations and proposed modifications affecting commissioning.
• Ensure all changes made during commissioning are properly documented and reflected in as-built documentation.

System Definition & Planning

• Support systemization and subsystem definition for commissioning and turnover.
• Monitor EPC contractor activities for Mechanical Completion (MC), Pre-commissioning, Ready for Commissioning (RFC), Ready for Start-Up (RFSU), Start-up and performance testing.

Monitoring & Verification

• Verify that systems are complete and safe before introducing utilities, hydrocarbons or process fluids.
• Monitor pre-commissioning activities such as flushing, cleaning, blowing, drying, leak testing and reinstatement.
• Participate in system walkdowns, MC inspections and final acceptance inspections.
• Monitor EPC contractor performance against approved commissioning schedule and milestones.
• Identify commissioning risks, technical problems and interfaces and ensure timely resolution.

Punch List & Issue Management

• Monitor and drive closure of A/B/C punch items, ensuring critical punch items are closed before commissioning/start-up.

Stakeholder & Vendor Coordination

• Coordinate commissioning activities with Operations, Construction, Engineering, HSE, QA/QC and other disciplines.
• Coordinate with vendors, Original Equipment Manufacturers (OEMs) and licensors during critical testing and start-up.

Safety & Compliance

• Ensure compliance with Permit to Work (PTW), Lock Out Tag Out (LOTO), isolation, gas testing and ADNOC HSE requirements.
• Participate in HAZOP, HAZID, SIMOPS, Pre-Start-Up Safety Review (PSSR) and operational readiness activities as applicable.

Testing & Troubleshooting

• Support troubleshooting during equipment/system testing, energization and start-up.

Handover

• Ensure smooth handover of completed systems to ADNOC Operations and Maintenance.

Qualifications & Experience

• Bachelor's degree in Chemical, Process, Mechanical or related Engineering.
• Approximately 10–15+ years of oil and gas experience for senior positions.
• Strong experience in onshore oil and gas commissioning.
• Previous ADNOC or Abu Dhabi project experience is highly advantageous.
• Previous PMC/EPCM experience preferred.

Skills & Competencies

• Strong knowledge of process systems and commissioning methodology.
• Working knowledge of API, ASME, IEC, ISO and project/company standards.
• Experience with Completion Management Systems is highly valuable.
• Expertise in commissioning of oil and gas separation systems, gas compression, gas dehydration, gas sweetening, produced-water systems, water injection, fuel gas, flare and relief systems, chemical injection, instrument/utility air, nitrogen systems, closed/open drain systems, firewater, cooling-water systems, steam/condensate, pigging systems, gathering systems and pipelines, and process heaters and associated utilities.
