Role Overview

Operation & Maintenance Quality Manager at Hitachi Rail STS S.P.A., based in Riyadh, Saudi Arabia. Full-time position.

Role Purpose

Provide support to the Project Director and project management team on all quality-related issues within an Operation & Maintenance project. Lead the implementation, maturity assessment and improvement of processes across the entire value chain to improve customer satisfaction and increase profitability in a safe working environment.

Key Responsibilities

Quality Management & Compliance

  • Ensure support to the Project Director and project management team regarding all quality-related issues.
  • Apply project quality procedures and plans and ensure appropriate implementation and compliance from the project team.
  • Verify that appropriate control plans are applied and effective in mitigating prioritized risks.
  • Certify that an effective internal controls system is in place across project, supply and site to verify processes continue to meet customer and stakeholder requirements.

Project Quality System Development

  • Establish and update the Project Quality System, including Quality Plan and Procedures.
  • Develop suitable quality KPIs.
  • Establish and update the Software Project Quality Plan with support from relevant stakeholders.
  • Establish and maintain the Project SharePoint, providing support to the team.
  • Promote and contribute to the definition of project document templates and project coding.

Stakeholder & Supplier Management

  • Cooperate with the customer and Consortium organisation on Project Quality issues and ensure ownership of actions to resolve them.
  • Serve as the interface between the Project Manager and client, partners, suppliers and third parties regarding quality aspects.
  • Verify purchase specifications for quality aspects of package or complex supplies.
  • Participate in supplier qualification and monitoring processes.

Risk Assessment & Process Improvement

  • Enable and coach all project team members to evaluate risks, problems and solutions from a quality and customer/stakeholder point of view.
  • Analyze transferability of experience between projects.
  • Plan Quality Assurance activities to reduce all forms of risk.
  • Lead the implementation and improvement of processes along the entire value chain.

Audits & Nonconformance Management

  • Perform audits on project delivery.
  • Ensure the use of Quality data analytics from all aspects of the operation to identify risks, failures and nonconformances within the local business, its suppliers and customers.
  • Ensure that appropriate corrective and preventive actions are taken and solutions are managed to closure.
  • Support the definition of the correction of nonconformities and ensure the performance of corrective actions, including recording in the Audit database.

Training & Development

  • Ensure training sessions with reference to the Project Quality System including updates.
  • Help coordinate process-specific training such as Teamcenter.
  • Promote the use of Teamcenter and SharePoint from the startup and procedural point of view.

Project Quality Execution

  • Participate in the project kick-off meeting.
  • Define the Statement of Work for remote activities.
  • Update QA Cost Estimation.
  • Propose the Project Quality Report.
  • Collaborate with the project team to develop schedules, estimates, forecasts and budgets for quality activities.

Planning & Documentation Support

  • Support the Project Team in the definition and updating of planning documents including Project Management Plan, Engineering Management Plan, Design Plan, etc.
  • Support in structure and procedure to be agreed with client for handover files.
  • Support Manufacturing, Construction and Commissioning for the preparation of Test Reports and use of forms from the startup point of view.

Configuration & Change Management

  • Establish and maintain the Configuration Management Plan with support from applicable stakeholders.
  • Support the Work Package Leaders, Project Engineer, Construction Operations Manager and Configuration Manager for the management of change requests and use of forms from the procedural point of view.

Testing & Inspection Oversight

  • Ensure that the testing and inspection process is implemented effectively from a process compliance perspective.

Additional Support Functions

  • Support the Project Manager for the performance of Project Management Reviews.
  • Support the Project Team for constant formalization of records.
  • Support the Project Manager in the recording and follow-up of Stakeholder Satisfaction data, including claims.
  • Support the Project Engineer in the organisation and performance of Design Reviews from the training and startup point of view.
  • Support the Construction Operations Manager for software management and use of relevant forms from the procedural point of view.
  • Support the Project Engineer and Construction Operations Manager for the definition and management of FRACAS from the procedural point of view.
  • Support Construction, Commissioning and Maintenance for the solution of nonconformities and use of forms from the procedural point of view.
  • Perform some activities as Document Controller.

Qualifications & Experience

  • University Degree in Engineering or equivalent technical background.
  • 5 to 10 years of business experience.

Skills & Competencies

Technical Knowledge

  • Applicable Standards and Certification knowledge: ISO, IRIS, CMMI, CENELEC.
  • Auditing Standards, including ISO 19011, and auditing techniques.
  • Organization techniques and process management knowledge.
  • Risk Management knowledge.
  • Cost estimating techniques and Budgeting knowledge.
  • Project Management methods.

Employment Type

Full-time, on-site in Riyadh, Saudi Arabia.

Managerial Level

Manager (M3) who manages experienced professionals. Responsibilities include policy and strategy implementation for short-term results (1 year or less). Problems faced are difficult to moderately complex. Influences others outside own job area regarding policies, practices and procedures.
