Offshore Operation Manager

Role Overview

Offshore Operation Manager at Bahri. This is an onshore management role responsible for directing offshore vessel operations, crew management, and logistics in support of Saudi Aramco and other major oil & gas projects.

Role Purpose

To ensure safe, compliant, and cost-effective delivery of offshore support vessel (OSV) operations, including port logistics, crew deployment, vessel readiness, and stakeholder coordination across all assigned marine resources.

Key Responsibilities

Strategy & Planning

• Cascade functional strategy into department business plans for vertical alignment and horizontal integration with interfacing departments and units.
• Identify opportunities for continuous improvement and sustainability of systems, processes, and practices aligned with leading standards.
• Drive productivity improvement and cost reduction initiatives.
• Support project planning through marine resource allocation and contingency planning.

Performance Management

• Prepare all department reports timely and accurately to meet Bahri's requirements, policies, and quality standards.
• Review operational reports, logs, incident reports, and compliance documentation.
• Measure customer satisfaction through direct client feedback and surveys.
• Report service performance, issues, and recommended solutions to management.

People & Leadership

• Lead the department to achieve assigned objectives through setting individual objectives, managing performance, and developing staff.
• Motivate staff to maximize operational performance.
• Develop and supervise offshore operations personnel.
• Conduct toolbox talks, safety briefings, and coordination meetings.

Budgeting & Financial Planning

• Develop and recommend the department budget.
• Monitor financial performance against budget.
• Ensure all activities are conducted in line with approved guidelines.
• Optimize costs through effective vendor and resource management.
• Ensure accurate invoicing and compliance with contractual KPIs.

Policies & Procedures

• Manage and ensure effective implementation of departmental policies, procedures, and controls across all assigned activities.
• Fulfill all relevant procedural and legislative requirements.
• Deliver quality, cost-effective service.
• Ensure compliance with Aramco HSE standards, marine guidelines, PTW systems, and applicable regulations.
• Participate in audits, inspections, and client reviews to maintain compliance and operational excellence.

Operations & Logistics

• Supervise daily OSV operations, including port clearance, crew changes, and offshore logistics.
• Coordinate mobilization and demobilization of EPC vessels, rigs, and barges with relevant stakeholders.
• Monitor vessel readiness, crew competence, and manpower deployment to ensure operational continuity.
• Identify and escalate operational risks, delays, and non-conformities as required.
• Act as the primary escalation point for offshore operational issues and emergencies.
• Resolve operational issues with vessels, cargo, and authorities efficiently.

Stakeholder Management

• Maintain strong relationships with clients, service providers, port authorities, and regulatory bodies.
• Serve as the first point of contact for matters within the area of responsibility.
• Handle client complaints and implement corrective actions.
• Ensure customer complaints are investigated and escalated for root cause analysis.
• Evaluate supplier and service provider performance and recommend improvements.

Qualifications & Experience

• Bachelor's degree in Marine, Nautical Science, or Offshore Operations.
• Minimum 8 years of offshore operations experience.
• Minimum 2 years in a supervisory, managerial, or acting supervisory/managerial role.
• Proven experience working on Saudi Aramco offshore projects or equivalent major oil & gas operations.
