MEP Commissioning Manager

Role Overview

MEP Commissioning Manager at Applus+, based in Saudi Arabia. This role leads the delivery and business development of MEP testing and commissioning services across the country, combining technical leadership with commercial responsibility for identifying opportunities, securing contracts and developing profitable client relationships.

Role Purpose

To lead the delivery and business development of MEP testing and commissioning services across Saudi Arabia, managing the full project lifecycle from commissioning planning through start-up and testing to final handover, while identifying opportunities, securing contracts and delivering agreed sales, revenue and profitability targets.

Key Responsibilities

Business Development & Sales

• Lead business development and project operations for MEP testing and commissioning, technical due diligence and condition assessment services across Saudi Arabia.
• Own service line P&L and agreed revenue and profitability targets.
• Develop and implement the Department's business development and origination strategy.
• Identify opportunities through market research, networking and engagement with developers, asset owners, consultants, contractors and facility operators.
• Build and maintain client relationships, organise meetings and follow up commercial opportunities.
• Travel across Saudi Arabia to secure new contracts and develop repeat business.
• Maintain a qualified opportunity pipeline and track tenders and proposals.
• Report sales forecasts and progress against agreed targets.

Proposal & Contract Management

• Lead RFP and RFQ reviews, client meetings and site assessments to define scope, deliverables, resources, programme, assumptions and exclusions.
• Prepare and present technical and commercial proposals.
• Ensure pricing, margins, quotations and approvals are coordinated with Department Management and relevant business line heads.
• Lead proposal follow-up, tender clarifications and commercial negotiations within delegated authority.
• Coordinate contract finalisation and transition from award to project mobilisation.

Project Operations & Delivery

• Oversee project operations across Saudi Arabia, including mobilisation, team deployment, resource allocation and coordination of ongoing assignments.
• Ensure timely delivery, technical quality, profitability and client satisfaction.
• Manage project budgets, schedules, deadlines and client expectations.
• Monitor costs, margins, variations and invoicing.
• Support payment follow-up with commercial and finance teams.

MEP Commissioning & Testing

• Manage the complete MEP commissioning process, from commissioning planning and readiness reviews through start-up coordination, functional performance testing, integrated systems testing and final handover.
• Review commissioning specifications, method statements, test procedures, schedules and records for compliance with project requirements and applicable standards.
• Lead and coordinate MEP technical due diligence and condition assessments.
• Provide clear findings, technical opinions and practical recommendations.
• Conduct site visits and undertake technical assignments as required.
• Verify testing records and ensure completeness and quality of commissioning reports and handover documentation.

Stakeholder & Interface Management

• Manage project interfaces with clients, consultants, contractors, vendors and specialist subcontractors.
• Monitor site activities, resolve technical issues and track deficiencies through corrective action and retesting.

Team & Resource Management

• Build and develop the local delivery team.
• Train engineers in company procedures, applicable industry practices and safe working methods.
• Screen, assess and select specialist subcontractors.
• Coordinate their engagement and monitor technical performance, quality and delivery commitments.

Process Improvement

• Improve commissioning methodologies and internal procedures.
• Coordinate with Department senior managers on technical approaches, resources and industry requirements.

Qualifications & Experience

• Bachelor's degree in Mechanical or Electrical Engineering, or a related engineering discipline.
• Demonstrated experience managing MEP testing and commissioning, HVAC TAB, technical due diligence and condition assessment assignments.
• Proven ability to develop business, build client relationships, prepare competitive proposals and convert opportunities into awarded contracts.
• Strong understanding of commissioning documentation, MEP system interfaces, project delivery, costing and commercial risk.
