Manager-Project & Programme Risk

Role Overview

Manager-Project & Programme Risk at HILL International. This role leads and coordinates risk management activities across projects and programmes throughout the entire project lifecycle.

Role Purpose

Ensure proactive identification, assessment, mitigation, and monitoring of risks related to cost, schedule, quality, safety, procurement, and delivery strategies. Support informed decision-making by providing structured risk analysis, facilitating stakeholder engagement, and maintaining robust risk governance aligned with organizational standards and project objectives.

Key Responsibilities

Risk Identification & Assessment

• Identify, assess, and monitor project risks across all phases of the project lifecycle.
• Support risk identification related to cost, schedule, quality, safety, and procurement.
• Provide risk input during pre-construction, design, procurement, and construction stages.
• Support development and application of risk probability and impact matrices.

Risk Documentation & Governance

• Develop, update, and maintain Project / Program / PMC Risk Registers.
• Maintain risk data within approved risk management tools and databases.
• Prepare and update risk mitigation and response plans and monitor implementation.
• Support review of contracts, procurement strategies, and delivery methods from a risk perspective.
• Assist in assessing risks associated with different project delivery systems (lump sum, cost-plus, target cost, etc.).

Stakeholder Engagement & Coordination

• Coordinate and facilitate regular risk review workshops with the Client, PMC team, consultants, and contractors as required.
• Participate in meetings with clients, consultants, and contractors to identify and evaluate risk issues.
• Clearly define risks, challenges, and issues and escalate them to management in a timely manner.

Reporting & Monitoring

• Report on key risks, trends, and mitigation effectiveness through periodic risk reports.

Compliance

• Ensure compliance with Hill Internationals Quality, Environmental, Safety, and Occupational Health policies and procedures.
• Perform other duties as assigned by the Line Manager.

Qualifications & Experience

• Bachelor's Degree in Engineering, Construction Management, or related discipline.
• Risk Management Professional (RMP) or equivalent certification.
• 15+ years of experience in engineering and/or project management, with demonstrated experience in a Risk Management role on large infrastructure or mega projects.
• Working knowledge of project controls, cost, schedule, contracts, and claims risk.
• Experience in identifying and managing cost, schedule, quality, and safety risks.
• Familiarity with risk management systems and databases (e.g. Active Risk Manager or similar).
• Understanding of ERM principles and their application at project level.

• Strong analytical, coordination, and facilitation skills.
• Good written and verbal communication skills when dealing with clients and consultants.
• Ability to work independently with minimal supervision.
