International Procurement Engineer

Role Overview

International Procurement Engineer at On (Zhongtian Marine Cable), based in Saudi Arabia.

Role Purpose

Manage end-to-end international procurement operations for imported products, oversee customs and trade compliance, develop localized supply chains for the Saudi manufacturing facility, and coordinate across internal departments to deliver reliable sourcing and logistics.

Key Responsibilities

Procurement Execution

• Oversee the company's imported product procurement business.
• Manage the complete international procurement lifecycle, including sourcing, price comparison, business negotiation, contract execution, order follow-up, product inspection, logistics arrangement, and payment settlement.
• Draft and review international procurement contracts with strong contract management skills and understanding of basic legal clauses.

Customs & International Trade Compliance

• Take responsibility for the company's customs affairs.
• Demonstrate mastery of Incoterms 2020 trade terms.
• Ensure familiarity with international shipping, cargo insurance, and customs clearance procedures.

Saudi Factory Localization & Supplier Management

• Conduct localized procurement and resource development for the Saudi-based manufacturing plant.
• Master methodologies for international supplier evaluation, selection, and ongoing management.
• Implement global supply chain market research to track raw material price fluctuations, industry capacity, and market trends.

Cross-Departmental Collaboration

• Demonstrate strong internal coordination skills.
• Cooperate efficiently with cross-functional teams, including R&D, production, quality control, finance, and logistics departments.

Qualifications & Experience

• Bachelor's degree or above.
• Minimum of 2 years of relevant working experience in international procurement or related fields.
• CET-6 certification.

Skills & Competencies

• Fluent oral English and proficient business English writing skills.
• Arabic language proficiency is a distinct advantage.
• Clear logical thinking and fluent writing skills.
• Excellent communication and presentation abilities.
• Organizational, planning, and coordination capabilities.
• Experience in freight forwarding and customs declaration is preferred.
