HSSE Specialist

Role Overview

HSSE Specialist at HILL International. The role is based on project sites requiring international experience and expertise in health, safety, security and environmental management across large-scale construction and engineering projects.

Role Purpose

To ensure the availability, adequacy and compliance of all Health, Safety, Security and Environmental provisions across Supervision Consultants, Engineers, and Contractors in accordance with project requirements, applicable regulations, and international standards. The role monitors HSSE performance, investigates incidents, and drives continuous improvement across all project parties.

Key Responsibilities

Compliance & Requirements Management

• Ensure availability and adequacy of all Supervision Consultant, Engineer and Contractor HSE provisions per Policy, Construction Contract General Conditions, Specifications, HSE Plans, Employer HSE Requirements and applicable local, national and international statutes and regulations.
• Ensure full compliance of Supervision Consultants, Engineers and Contractors with Project HSE Requirements.
• Liaison with the Employer, PMC (Hill International) and Local/Enforcing Authorities and Municipality Authorities to ensure adherence of all parties to Project HSE Requirements.
• Inform themselves of relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensure continued compliance with these requirements while employed.

Performance Measurement & Improvement

• Measure HSE performance of Supervision Consultants, Engineers and Contractors and advise on necessary actions for improvement.
• Investigate direct and root/underlying causes of accidents and incidents and advise recommendations to prevent recurrence.
• Record and follow-up on noted safety hazards and non-conformances to HSE regulators and parties having jurisdiction.

Audits & Inspections

• Carry out scheduled and unscheduled HSE audits and inspections and report to the Project management team on identified non-conformances for necessary action and correction by the violating party.

Document Review & Systems Implementation

• Review and approve Contractors' HSE documents, submittals and drawings to verify suitability, adequacy and conformance.
• Coordinate with the PMC Project Manager/Construction Manager in the implementation of effective HSE systems on Project sites.

Training & Stakeholder Engagement

• Train and induct staff on HSE.

General

• Perform other duties as assigned by the line manager or supervisor.

Qualifications & Experience

• A degree in engineering or equivalent work experience supplemented by relevant international certifications.
• Minimum 10 years' experience in large-scale projects.
• Experience managing all aspects of HSSE on projects or facilities.
• Knowledge of HSSE sciences, engineering systems, principles and methodologies.
• Extensive and demonstrated knowledge of national and international HSSE laws, regulations, regulatory and resource agency permitting processes and responsibilities.
• Knowledge of industry standards for HSSE compliance and best management practices for minimizing potential HSSE impacts during project execution.
• Knowledge of technical terminology common to industrial hygiene, health physics, safety engineering and environmental compliance.
• Experience of working internationally, with preference for KSA experience.

Skills & Competencies

• Ability to deal effectively with HSSE matters with contractors, subcontractors and consultants during construction.
• Ability to prepare reports related to HSSE activities in projects.
• Excellent English written and verbal communication skills.
• Excellent presentation skills.
