HSE TEAM LEADER ( Shutdown/ turnaround )

Role Overview

HSE Team Leader (Shutdown/Turnaround) at ABIS. This is a leadership position focused on health, safety, and environmental management during shutdown and turnaround operations in the oil and gas sector.

Role Purpose

Lead and manage the HSE team to administer and implement HSE initiatives, programs, and procedures. Ensure effective risk management, regulatory compliance, and continuous improvement of safety systems across shutdown and turnaround activities.

Key Responsibilities

HSE Leadership & Team Management

• Manage and lead the HSE team to overall administration and implementation of HSE initiatives, programs, and procedures.
• Manage activities undertaken by subordinates.
• Identify HSE training needs for subordinates.
• Manage all HSE support functions, including recruitment and HSE training.

Risk Assessment & Hazard Management

• Participate in the development and implementation of operational risk assessments to identify and mitigate hazards for critical activities.
• Ensure that all critical activities are risk assessed and control measures are applied before execution.

Audits & Inspections

• Conduct Behavioural Safety Audits (BSA) and high-profile tours as per HSEMS guidelines.
• Carry out or arrange workplace HSE inspections and audits and ensure that any remedial recommendations are implemented.
• Audit subcontractors for compliance with HSE systems and procedures.

Performance Monitoring & Analytics

• Maintain accident statistics, analyze trends, and propose and take remedial actions where necessary.
• Monitor HSE performance of subcontractors and ensure contractual and other relevant requirements are satisfied adequately.

Policy & Compliance

• Ensure that company HSE policies, procedures, regulations, and objectives are effectively implemented.
• Maintain in-depth knowledge of all laws surrounding construction safety.
• Develop and implement policies, procedures, and company-wide safety standards.
• Establish, implement, and improve the HSE Management Plan, company HSE policy requirements, HSE policies, performance standards, objectives, and targets.

Continuous Improvement

• Foster continuous improvement of existing HSE Management Systems through sharing of best practices.
• Set up project HSE programs and procedures including training and audit programs to ensure they meet project HSE goals and objectives.
• Prepare and implement remedial and improvement initiatives to address areas of inadequacy.

Incident Management

• Assist with investigation of accidents, incidents (including near misses), and dangerous occurrences and make recommendations to prevent recurrence.

Awareness & Communication

• Develop and manage HSE awareness campaigns.

Qualifications & Experience

• Bachelor's degree in Mechanical Engineering or Safety Engineering.
• 10–12 years of experience in HSE, specifically from oil and gas sector shutdown and turnaround operations.
• Experience with Process Plant projects or Cross-country Pipeline projects preferred.
• OHSAS 18001 and ISO 14001 Lead Auditor certification.
• NEBOSH certification or OSHA training required.
• Saudi or Gulf region experience preferred.
