HSE Supervisor

Role Overview

HSE Supervisor at Samsung E&A. This is a key safety control role for Engineering and Construction projects, including pre-commissioning and commissioning phases.

Role Purpose

To lead and control HSE compliance across designated project areas, ensuring adherence to organizational and government standards while supervising HSE officers, coordinating with subcontractors and site workers, and implementing comprehensive safety programs throughout all project phases.

Key Responsibilities

Policy & Administration

• Create, evaluate and administer company policies and procedures concerning HSE matters.
• Prepare, maintain, interpret and communicate records, reports or documents required to meet corporate or regulatory requirements.
• Maintain and control safety documents, HSE statistics, manuals and procedures.
• Provide support for implementation of company-wide HSE initiatives including ISO 14001 and ISO 45001.

Audit & Compliance

• Conduct audit and inspection of HSE system for effective site control.
• Assure compliance with organization and government HSE standards.
• Monitor application of HSE standards across all areas.
• Carry out periodic inspections and mock drills for checking efficiency of ERT team members.
• Participate in PSSR Pre Startup Safety Review Assessment meetings.
• Participate in SIMOPS Simultaneous Operation Procedure meetings performed by the Contractor and Client.

Planning & Documentation

• Prepare Project Specific Safety, Health and Environmental Plan and implement.
• Participate in preparation of Task Risk Assessments.
• Assist construction team for implementation of Permit to Work system.
• Conduct tool box talks and prepare safety bulletins.

Supervision & Coordination

• Take full responsibility in controlling designated area of responsibility.
• Supervise, control and guidance over area HSE Officers.
• Coordinate with Subcontractor's Safety and site workers.
• Coordinate with Subcontractor and Samsung Construction Management.
• Coordinate and respond to site client supervision.

Training & Awareness

• Create and administer orientation program for project employees.
• Promote HSE awareness across the project.
• Conduct training on safety drills and procedures regarding firefighting and personal survival.

Reporting & Improvement

• Generate reports on a regular basis.
• Develop solutions to improve site safety condition.
• Responsible for adopting and implementing company's HSE program.

Qualifications & Experience

• Minimum experience as an HSE Officer in construction safety.
• Project-based safety control experience gained within the Oil and Gas industry or Petrochemical industry.

Skills & Competencies

• Competent knowledge in HSE.
• Knowledge in performing ERT Member role for incident and accident situations, chemical spill, fire, working at height, and confined space vessel horizontal and vertical search and rescue.
• Knowledge in PSSR Pre Startup Safety Review Assessment, plant operation and shutdown.
• Knowledgeable in documentation and presentation.
• Good management and leadership skills with responsible attitude.
