Role Purpose

The HSE Officer promotes a safe and compliant site environment by supporting day-to-day HSE oversight across active construction works. This role contributes to the effective implementation of safety plans, risk controls, and reporting processes while working closely with project stakeholders to identify issues early, reinforce safe behaviors, and support timely escalation where needed.

Key Responsibilities

Site Oversight & Compliance

• Monitor daily construction activities for HSE compliance.
• Conduct regular site inspections and identify unsafe conditions and practices.
• Ensure contractor compliance with approved HSE plans, procedures, and risk assessments.
• Monitor toolbox talks, permits, and safe work practices.

Incident & Corrective Actions

• Support incident reporting and investigation.
• Follow up on corrective and preventive actions.
• Escalate significant HSE risks and violations to the HSE Manager.

Reporting & Engagement

• Prepare HSE observations, inspection reports, and daily/weekly reports.
• Participate in HSE meetings, audits, and awareness activities.

Qualifications & Experience

• Diploma or BSc in Occupational Health and Safety, Environmental Engineering, Engineering, or an equivalent discipline.
• Minimum 5 years of hands-on HSE experience on construction sites.
• Preferably from a construction contracting background.

Skills & Competencies

• Proficient in English.
• Good knowledge of health, safety, and environmental regulations and site safety procedures.
• Strong communication skills and the ability to coordinate with site teams, subcontractors, and project stakeholders.
• Arabic-speaking is preferred.

Additional Information

• Saudi National candidates are highly preferred.
