HSE Officer

Role Overview

HSE Officer at WSP Middle East in Riyadh. You will support the implementation, monitoring, and enforcement of Health, Safety, and Environmental requirements across utility infrastructure projects, working closely with supervision and contractor teams to ensure compliance with project HSE standards, local regulations, and WSP policies while promoting a proactive safety culture across all site activities.

Role Purpose

To support the implementation, monitoring, and enforcement of Health, Safety, and Environmental requirements across utility infrastructure projects in Riyadh, ensuring compliance with project standards, local regulations, and WSP policies while promoting a proactive safety culture.

Key Responsibilities

Compliance & Monitoring

• Monitor contractor compliance with approved Health, Safety and Environmental plans, procedures, and site requirements.
• Ensure compliance with Saudi regulations, client requirements, and WSP HSE standards.
• Review and verify work permits, risk assessments, method statements, and toolbox talks prior to commencement of works.

Inspections & Audits

• Conduct routine site inspections, audits, and safety observations across utility infrastructure construction activities.
• Monitor excavation, utility installation, lifting operations, confined space entry, traffic management, and other high-risk activities.
• Identify unsafe conditions and practices and ensure timely implementation of corrective and preventive actions.

Incident Management

• Support incident reporting, investigations, root cause analysis, and implementation of corrective actions.
• Maintain accurate records of inspections, observations, incidents, safety meetings, and HSE statistics.

Environmental Management

• Monitor environmental controls including waste management, dust suppression, spill prevention, and housekeeping practices.

Stakeholder Engagement & Coordination

• Participate in daily, weekly, and monthly HSE meetings with project stakeholders and contractors.
• Coordinate with Resident Engineers, Inspectors, and Contractor HSE teams to maintain a safe working environment.
• Promote safety awareness through regular site engagement, training, and behavioral safety initiatives.
• Support emergency preparedness activities, drills, and response procedures.

Reporting & Improvement

• Prepare HSE reports and provide recommendations for continuous improvement.

Qualifications & Experience

• Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
• Minimum 5–8 years of experience in HSE supervision within construction and infrastructure projects.
• Proven experience on utility infrastructure, roads, wet utilities, dry utilities, or civil infrastructure projects.
• Experience working within Consultant Construction Supervision, PMC, CMO, or Engineer environments.
• Familiarity with Saudi Arabian safety regulations and project requirements is preferred.

Skills & Competencies

• NEBOSH IGC certification is mandatory.
• Additional qualifications such as IOSH, OSHA, or equivalent certifications are preferred.
• Strong knowledge of international HSE standards, risk management principles, and construction safety practices.
• Experience conducting inspections, audits, incident investigations, and safety reporting.
• Good communication and stakeholder management skills.
• Proficient in Microsoft Office applications and report preparation.
• Fluent in English; Arabic language skills would be advantageous.
