F15QA Flight Line Plans and Scheduling/MOC (Maintenance Controller) with Boeing Global Services (BGS) at Al Udeid Air Base, Qatar.

Boeing Global Services (BGS) provides maintenance support for military aircraft operations.
Role Purpose
To lead and manage all Time Compliance Technical Orders (TCTOs), Time Change Items (TCIs), and Service Information (SIs) for assigned F-15QA aircraft, coordinate maintenance scheduling and execution, ensure regulatory compliance and documentation standards, and maintain optimal fleet health through proactive problem-solving and stakeholder coordination.
Key Responsibilities
Maintenance Planning & Execution
- Lead and manage TCTOs, TCIs, and SIs for all assigned aircraft, working with internal and external stakeholders.
- Review and clarify new TCTOs before chairing formal TCTO meetings.
- Lead formal TCTO planning and discussion meetings with all essential parties.
- Request clarification of TCTO requirements with appropriate TCTO managing agencies both internally and externally.
- Ensure Immediate Action TCTOs are implemented upon receipt.
- Bring Urgent Action TCTOs to the attention of local maintenance management and supervision within 24 hours of receipt in accordance with AFI 21-101.
- Anticipate problems and advise or recommend proper action planning to CLS Site Managers, teammates, and peers regarding aircraft TCTO, TCI, and SI matters.
Logistics & Resource Coordination
- Team with supply logistics, maintenance execution teams, and other key agencies to ensure all parts, kits, tooling, supplies, special equipment, and consumables are ordered and on-hand to execute TCTOs, TCIs, and SIs.
Documentation & Compliance
- Review and document aircraft 781 forms to ensure TCTOs, TCIs, and SIs are scheduled, documented, and/or executed.
- Create and maintain historical aircraft documentation files and data collection to aid in program management.
- Ensure documentation of TCTO compliance in accordance with 00-20 series Technical Orders.
- Maintain historical documents and maintenance data essential for the development of wing plans, schedules, and analysis of historical maintenance events.
- Maintain historical maintenance data within the Maintenance Information System (MIS) or alternate system.
- Use aircraft fault reporting manuals and include fault codes when documenting discrepancies in aircraft forms.
- Check AFTO Form 781H (Aerospace Vehicle Flight Status and Maintenance) to ensure updates to airframe time and applicable servicing data (in-flight/hot pit refueling) are entered on the AFTO Form 781H or equivalent and/or applicable debrief system during pilot/aircrew debrief.
- Input aircrew discrepancy verbatim and deviation information, utilization, and applicable flight data (including landing status and system capability).
- Identify and research discrepancies for repeat/recur trends and document them on the AFTO Form 781A.
- Ensure previously documented discrepancies are reviewed and identified as repeat/recurs on the AFTO Form 781A.
- Provide subject matter expertise on all maintenance scheduling issues and AFTO Form 95 equipment historical document management to Quality Assurance and/or leadership during inspections and evaluations.
Scheduling & Sortie Generation
- Monitor and coordinate sortie generation, maintenance production, and execution of operations and maintenance schedules while maintaining visibility of fleet health indicators.
- Coordinate with maintenance units to communicate priorities for competing limited resources (such as fuel or calibration docks, wash racks, and dispatched specialists from maintenance squadrons) based on daily operations schedule and maintenance priorities.
- Monitor the status of aircraft and systems as directed via electronic or manual visual aids, including Estimated Time In Commission (ETIC) and progress of Functional Check Flights (FCFs).
- Monitor the location of each aircraft on station and maintain and update aircraft generation line up and display aircraft status.
- Track aircraft maintained or supported by the unit but not on station (aircraft cross-country).
Reporting & Analysis
- Develop wing maintenance plans using MIS aircraft and system historical data input by all maintenance personnel.
- Implement procedures for reporting dropped objects, aborts, code 3 flight control malfunctions, and engine malfunctions.
- Use automated debrief tools such as the Computerized Fault Reporting System (CFRS), Aircraft Maintenance Data System (AMDS), or equivalent for the debrief section.
Unit Support & Coordination
- Provide dedicated support to Aircraft Maintenance Squadron (AMXS) and Aircraft Maintenance Unit (AMU).
- Attend and actively participate in daily, weekly, and monthly scheduling meetings, and quarterly and yearly planning programs and meetings.
- Inform unit supervision of maintenance capabilities or limiting factors that could affect maintenance production.
- Coordinate with unit supervision and Operational Squadron (OS) operations schedulers when scheduling unit aircraft to meet flying requirements.
- Spearhead and conduct meetings with peers, stakeholders, supervision, production staff, and St. Louis retrofit team to achieve optimal fleet health and program success.
Qualifications & Experience
- Minimum of 1 year experience with United States Air Force (USAF) aircraft records management and oversight.
- Education and experience typically acquired through basic education (e.g., High School diploma or GED) and typically 1 or more years of related work experience, or an equivalent combination of education and experience (e.g., vocational school or Associate degree).
- Applicable and appropriate educational or certification credentials from an accredited institution and/or equivalent experience.
- Experience managing TCTO (Time Compliance Technical Order) and TCI (Time Change Item) Programs per AFI instructions and Technical Orders.
- Experience in analysis concepts and metric reporting, including monitoring fleet health indicators and analyzing deficiency trends.
- Experience in documentation, including managing historical records and tracking configuration changes.

Additional Information
- Position type: Shift Worker (Qatar); must be willing to work variable shifts, including weekends and overtime. Some positions may also include rotating shifts.
- Location: Al Udeid Air Base, Qatar (international, locally hired position).
- Security Clearance: This position requires the ability to obtain a US Security Clearance from the US Government.
