Role Overview
Wood PLC is actively seeking expressions of interest for a Principal Project Control Engineer role to support future growth. This is a long-term assignment based in Qatar.
Role Purpose
You will be responsible for the execution of project work in accordance with the project execution plan, including Wood and/or Project Procedures on Safety and Quality Control within the man-hour, cost and project schedule targets. You will deliver across FEED, Pre-FEED, Brownfield, and Greenfield scopes of work.
Key Responsibilities
Client & Stakeholder Management
- Act as the focal point with the client and any contractor Project Controllers to ensure costs and progress are reported accurately and in alignment with project reporting requirements.
- Attend client progress meetings.
- Liaise with clients and ensure that projects are managed effectively to deliver in a manner which meets quality, time, and budget specifications.
Planning & Scheduling
- Prepare the Planning Support Package.
- Develop and maintain the project Work Breakdown Structure for specific scopes of work.
- Create the projects fully resourced, logic-linked Gantt Charts within preferred planning software to the agreed project and programme requirements.
- Perform progress updates of the project Gantt charts and include executed changes into the project schedule.
- Identify slippages, significant float erosion and recommend recovery actions.
- Monitor current and assess future resource needs for the project and programme through analysis of workload at project level.
Cost Control & Budget Management
- Manage the overall project CTR budget and cost.
- Propose, agree and manage agreed payment plan including milestone payments.
- Prepare and issue Project Invoice(s).
- Manage the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals.
- Responsible for the timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the budget and schedules if applicable.
- Assist Project Accountants and Billing Specialists in the Billing process and any other cost-related queries.
- Assist with application of baseline and forecast installation unit rates and norms for estimating quantity change impacts.
Reporting & Progress Measurement
- Conduct weekly and monthly schedule and cost reporting using Earned Value Management (EVM) of planned versus actual progress figures including forecasting.
- Support earned value progress measurement.
- Monitor cost and schedule impact of achievement or non-achievement of project milestones.
- Identify, monitor and report against the project critical path providing early warning to the Project Manager of any potential slippages.
- Produce and maintain overall project S-Curves and Histograms.
- May assist with updates and changes to project quantities and report on variances to baseline.
Project Controls & Procedures
- Prepare Project Controls procedures as project requirements.
- Develop and maintain cost and planning control structures in alignment with project Work Breakdown Structure.
- Ensure Project Controls processes and procedures are accurate, up to date and followed.
- Ensure risk is managed and monitored at project level in line with local standards and processes.
Change Management
- Coordinate development and issue of project change orders and variations in accordance with contract or assignment change notifications.
- Ensure local change management process is adhered to.
- Track and input into the change management system.
Risk & Proposal Support
- Participate and support cost and schedule risk analysis workshops and sessions.
- Input to the preparation of proposal schedules and CTR packs.
Qualifications & Experience
- Bachelor's Degree in engineering.
- Minimum of 15 years' experience in the oil and gas industry, mainly offshore downstream.
- Proven capability in an engineering design company in a similar position.
- Previous experience of working in the Middle East would be an advantage.
- Multi-skilled personnel with experience in Onshore Oil and Gas and/or Offshore Oil and Gas.
