Role Overview
Engineering Lead - MEA at JLL, based on-site in Dubai, United Arab Emirates. This role manages and ensures compliant delivery of all engineering services across the Middle East and Africa region in line with JLL's Statement of Work and delivery methods.

Role Purpose
To manage and oversee all aspects of engineering service delivery including Planned Preventative Maintenance, Reactive Maintenance, Project Works and Help Desk services. The role ensures contractual and operational compliance, technical governance of site teams, and supports senior engineering management to maintain HSE and contractual standards across critical environments and infrastructure.
Key Responsibilities
Contract and Compliance Management
- Ensure contractual compliance with all engineering delivery requirements.
- Own technical delivery and governance of contract requirements and organization of site teams to meet contractual agreements.
- Manage and ensure Playbook and Operational Compliance Program delivery and reporting in line with contractual Matrix.
- Oversee all contract activities, both maintenance and projects, ensuring all safety aspects are managed and monitored in accordance with site procedures.
- Comply with all procedures and maintain clear and legible records as required.
Operations and Maintenance Management
- Manage all aspects of Planned Preventative Maintenance, Reactive Maintenance, Project Works and Help Desk Calls in accordance with both client and JLL requirements.
- Take the technical advisor role in small works and minor projects, with monitoring and governance of both aspects.
- Be proactive and provide technical guidance in relation to preventative maintenance and extra works delivery.
- Develop and sign off detailed planning of IST Testing activities in conjunction with the local team and attend these events to ensure cohesive delivery.
- Coordinate test windows with internal clients to include documentation control and management via Service Now.
Critical Environment Support
- Support the critical environments manager and engineering teams to ensure Playbook Procedures are implemented and validated as required.
- Advise on operational risks and notify the regional team as required.
- Maintain Critical Asset tracker updates to ensure assets are replaced before they cause critical failures.
- Oversee Annual Plant Condition Assessment activities.
- Manage Critical Spares Inventory.
- Align PPM Plan with client Critical Site Infrastructure matrix.
- Oversee Change Requests required for all works on services which may impact critical operations.
- Manage Fire Systems testing and recording.
- Close all actions assigned from audits and assurance visits and track gap plans produced.
Safety and Incident Management
- Assist and support Senior Engineering Management in all functions to ensure HSE and contractual compliance.
- Actively participate in emergency out-of-hours escalations and provide written incident reports as required.
Team Leadership and Development
- Supervise all full-time, part-time, sub-contractors and specialist providers.
- Manage personnel of direct reports.
- Participate in succession planning, development requirements and training as assigned by Regional Engineering Management.
- Monitor and ensure all training requirements of engineering personnel are kept up to date and compliant.
Strategic Initiatives
- Drive and deliver innovative cost reduction or sustainability programs.
- Support the team with preparation of budget documentation from an engineering delivery perspective as required for client approvals.
- Provide cross-regional support associated with staff during peak workloads and holiday and sickness cover for the engineering senior management team.
Qualifications & Experience
- Minimum 10 years' experience in Critical Engineering.
- Minimum 5 years' experience in a lead or management role.
- Coordination and cooperation experience with Infrastructure and Fit-Out Projects.
- Managing operations across diverse countries and cultures.
- Recognised Electrical or Mechanical Engineering qualifications.
- Leadership and Management qualification.

Additional Information
Desirable Qualifications
- Fluent Arabic language skills.
- Authorised Person (High Voltage, Mechanical Systems, or Confined Space).
- Degree in Electrical or Mechanical Engineering or recognised equivalent.
- Professional Accreditations.
- NEBOSH or equivalent certification.
