Role Purpose

Lead document control and records management for major rail and infrastructure projects, ensuring all project documentation is maintained according to standards, overseeing team performance, and driving continuous improvement in document management processes across project lifecycles.

Key Responsibilities

Document Management & Control

  • Develop and implement document control procedures, workflows, and standards for the rail project.
  • Manage the receipt, registration, numbering, distribution, tracking, and filing of all project documents.
  • Ensure all project documentation is maintained in accordance with project requirements and document control procedures.
  • Establish and maintain electronic and physical filing systems.
  • Control document revisions, approvals, superseded documents, and archival processes.

Engineering & Technical Documentation

  • Manage engineering, design, construction, testing, commissioning, and handover documentation.
  • Coordinate the review and approval workflow for drawings, specifications, technical submittals, and reports.
  • Track document status and ensure timely responses from stakeholders.
  • Maintain master document registers and transmittal logs.

EDMS Administration

  • Administer Electronic Document Management Systems (EDMS) such as Aconex, SharePoint, Autodesk Construction Cloud, or similar platforms.
  • Ensure documents are uploaded, categorized, and maintained accurately.
  • Monitor user access permissions and document security.
  • Provide training and support to project teams on document management systems.

Reporting & Compliance

  • Prepare weekly and monthly document control reports.
  • Monitor document turnaround times and key performance indicators (KPIs).
  • Ensure compliance with client, contractual, ISO 9001, and company document management standards.
  • Support internal and external audits related to document control processes.

Stakeholder Coordination

  • Coordinate with project managers, engineers, contractors, consultants, and client representatives regarding documentation requirements.
  • Facilitate document reviews and approvals across project disciplines.
  • Support project teams in meeting documentation submission deadlines.

Handover & Closeout

  • Manage the preparation and compilation of project handover documentation.
  • Ensure as-built drawings, operation and maintenance manuals, testing records, and quality records are complete and properly organized.
  • Coordinate final document turnover to the client.
  • Maintain project archives and records retention processes.

Leadership & Team Management

  • Lead and supervise Document Controllers and Records Management personnel.
  • Allocate workloads and monitor team performance.
  • Develop document control training programs and best practices.
  • Drive continuous improvement initiatives within document management processes.

Qualifications & Experience

  • Bachelor's Degree in Business Administration, Information Management, Engineering, Construction Management, or related discipline.
  • Minimum 10–15 years of document control experience.
  • At least 10 years in a managerial role on major rail, metro, transportation, or infrastructure projects.

Skills & Competencies

  • Proficiency with Electronic Document Management Systems (EDMS) including Aconex, SharePoint, and Autodesk Construction Cloud.
  • Knowledge of ISO 9001 standards.
  • Document control procedures and workflows.
  • Engineering and technical documentation management.
  • Project management and stakeholder coordination.
  • Training and team development.
