Role Overview

Crowd Management Manager at JASARA PMC for a major mixed-use real estate project in Makkah.

Role Purpose

Develop and implement comprehensive crowd management strategies and operational frameworks that ensure safety, mobility, and orderly movement of all visitors and stakeholders across the project, while fostering a secure environment through effective integration of best practices and emergency response protocols.

Key Responsibilities

Strategy & Planning

• Develop and implement crowd management strategies tailored to the mixed-use project in Makkah.
• Conduct risk assessments and develop contingency plans for large gatherings and events.
• Work closely with event organizers to plan and execute events with high attendance.
• Guide the integration of crowd management best practices into the project's operational framework.

Regulatory & Stakeholder Coordination

• Coordinate with local authorities to ensure compliance with safety regulations and crowd management protocols.
• Collaborate with security teams to ensure effective emergency response plans and incident management.
• Coordinate with law enforcement and emergency service agencies.
• Extract and consolidate stakeholder requirements.

Operations & Monitoring

• Oversee crowd control measures during peak times, ensuring the safety and comfort of all individuals in the area.
• Monitor crowd movements and behaviors to mitigate risks and enhance the visitor experience.
• Maintain records and reports of crowd management activities and incidents for continuous improvement.

Team Leadership & Development

• Guide the training and development of staff in crowd management techniques and safety protocols.
• Manage diverse teams with proven leadership skills.

Technical & Reporting

• Prepare structured technical reports and summaries.
• Review technical documents and modelling outputs.
• Coordinate with multidisciplinary teams and external consultants.

Qualifications & Experience

• Bachelor's degree in public safety, emergency management, transport, engineering, or similar field.
• Minimum 10 years of experience in crowd management or a related role, preferably in large events or mixed-use developments.
• Industry experience in crowd management or pedestrian modelling.
• Experience working on crowd-flow modelling projects.
• Experience in tools such as Viswalk, Legion, MassMotion, Pathfinder, or equivalents.

Skills & Competencies

• Strong knowledge of crowd dynamics, safety regulations, and emergency management practices.
• Ability to review technical documents and modelling outputs.
• Ability to extract and consolidate stakeholder requirements.
• Strong numerical and analytical skills.
• Strong coordination with multidisciplinary teams and external consultants.
• Strong communication skills for technical and non-technical audiences.
• Proficiency in Arabic and English preferred.
• Ability to make swift decisions in high-pressure environments.
• Excellent interpersonal skills and proven leadership ability.
• Experience implementing technology and tools for crowd management is a plus.
