Cost Engineer at KBR, based in Abu Dhabi, United Arab Emirates. This is a full-time contract position supporting the Power and Water Transmission Scheme project. Experience required: 5+ years.

Role Purpose
The Cost Engineer will oversee project cost management requirements on large-scale power and water transmission projects in Abu Dhabi. This is a Project Management Consultant (PMC) role working alongside multiple Supervision Consultants and Engineering, Procurement, and Construction (EPC) contractors appointed directly by the client. The role involves strategic planning, resource management, and stakeholder collaboration to meet project objectives, timelines, and budget constraints.
Key Responsibilities
Budget Development and Management
- Develop overall program and package budgets as live documents that are updated regularly in accordance with package progress.
- Oversee development and implementation of project budgets.
- Track costs against approved budgets, including committed, incurred, actual/paid, and forecast final/out-turn costs.
Cost Reporting and Analysis
- Develop overall job cost reports for each Works Package showing variances between budgets and costs, earned value, variances between budget and final forecast cost, and movements from prior month.
- Provide commentary on variances and movements in cost reports.
- Prepare monthly Forecast-to-Complete (Estimate at Completion) reports.
- Comment on and verify EPC Contractors' reports on the value of Works done.
Commercial and Contract Management
- Prepare, review, and recommend Variation Orders and register them.
- Review, assess, recommend, and assist in claims resolutions.
- Verify and register all payments.
- Ensure that Final Accounting for each EPC Contract is concluded expeditiously, inclusive of all claims and outstanding payments.
- Monitor, review, register, and check for conditions, expiration, and renewals of Insurances and Bonds.
Stakeholder Coordination and Reporting
- Coordinate with project stakeholders, including clients, supervision consultants, contractors, vendors, and regulatory authorities to ensure alignment and compliance with project cost requirements.
- Prepare and present regular project reports to senior management and the client, detailing progress, challenges and solutions, commercial status, and risks.
- Foster strong relationships with clients and other stakeholders to maintain project support and mitigate concerns.
Team Leadership and Development
- Guide and mentor project team members, promoting professional development and knowledge sharing.
Qualifications & Experience
- Bachelor's degree in a related field.
- 5+ years of experience.
- Proven experience in a similar role on programmes with comparable scope.
