Civil Engineer (STMC)

Role Overview

Civil Engineer (STMC) at SEHA, supporting the Senior Engineer in all civil-related engineering works across the organization.

Role Purpose

Support the Senior Engineer in planning, designing, and supervising civil engineering projects, including construction, renovation, and maintenance works. Ensure all civil works are performed according to approved policies, procedures, safety, statutory and contractual requirements, and deliver successful healthcare facility infrastructure projects.

Key Responsibilities

Planning and Design

• Provide inputs to the department on planning and designing of all civil works.
• Identify project requirements and prepare the project plan including scope, work breakdown, construction materials and recommended suppliers.
• Prepare designs for systems and products.
• Review design specifications, blueprints and other technical drawings.
• Research suitable engineering solutions and make models and prototypes of products.
• Investigate sites to determine the most suitable foundation for proposed construction.
• Research and advise on the best engineering solution to meet facility needs and budget.
• Produce detailed designs and documentation for the construction and implementation of civil engineering projects.
• Prepare engineering calculations required for the design of projects and supervise the drafting.

Project Execution and Monitoring

• Review civil engineering drawings and related documents submitted by consultants, contractors or similar parties relating to all project execution and renovation work in various phases.
• Liaise with consultants and contractors and participate in the approval of correct drawings.
• Ensure that the progress of work aligns with the work programme and report to the Senior Engineer.
• Plan and prepare estimation costs for new projects being executed as per instruction of the Senior Engineer.
• Monitor and manage day-to-day activities of the department.
• Organize the delivery of materials, plant and equipment needed for the construction project and supervise labour.
• Ensure that all works are carried out in accordance with the contract drawings, specifications, instructions and programmes.

Coordination and Communication

• Attend meetings with the requesting facility and outsourced firms and keep all informed of progress.
• Provide technical support, advice and information to the Senior Engineer for the day-to-day management and coordination of all civil works.
• Communicate and coordinate with the department.
• Communicate and consult with other healthcare disciplines.
• Attend interdisciplinary meetings to provide technical support and advice.
• Participate in joint meetings with members of the Health Authority Engineering Directorate.
• Liaise and coordinate with consultants and contractors as required at each site in order to discuss any issues or problems and supervise the work carried out.
• Attend and participate in various committee meetings.
• Meet regularly with other engineers within the facility to coordinate duties and exchange information.
• Meet with contractors and consultants on a weekly basis in order to discuss progress.

Quality Assurance and Compliance

• Conduct various performance and tolerance tests of new assets, building infrastructure and equipment components, products and systems within the infrastructure, based on test criteria as established by SEHA policies and procedures.
• Plan, arrange and record inspection and test activities for materials and workmanship.
• Carry out testing of materials, processes or systems related to civil engineering works.
• Ensure contractors' compliance with set technical specifications and carry out certain checks, such as reviewing the list of materials to be used for each project to ensure all comply with requirements.
• Use the bill of quantity to ensure that the correct materials are used in the correct quantity.
• Carry out physical inspections of sites in order to check that the works are as required and in compliance with the set contractual conditions and specifications.
• Provide all quality checks concerning the project.
• Plan, arrange and control material compliance testing and evaluation and maintain records.

Contractor Management

• Ensure that all works are carried out in accordance with the contract specification, drawings, instructions and programmes.
• Attend meetings with contractors and resolve conflicts between design and user requirements.
• Identify matters related to faulty construction and ensure that appropriate rectification is carried out.
• Check all drawings produced by contractors for accuracy and keep the relevant records updated.

Risk Analysis and Standards

• Analyze risks associated with natural disasters including wind, earthquake, fire and floods.
• Design structures and services to meet appropriate standards.

Documentation and Reporting

• Prepare project status reports as necessary.
• Manage and maintain document control systems for construction and maintenance information.
• Participate in the development, communication and evaluation of standards, procedures and protocols.
• Report to the Senior Engineer all mechanical works.
• Analyze and interpret reports on loading, labour, productivity, quality, materials and performance.

Team Leadership and Development

• Participate in cross-functional teams and committees as appropriate.
• Develop and enhance team procedure manual and processes and discuss with seniors.
• Manage subordinates and ensure team development and complaint resolution.
• Set KPIs for direct reports and conduct performance appraisals.
• Drive motivation levels of direct reports.

Qualifications & Experience

• 2–4 years of relevant experience in a similar industry.
• Desired: Experience in a large healthcare facility.
