Assistant Vice President - Infrastructure

Role Overview

Assistant Vice President – Infrastructure at Fa Ewnp Saasfaprod1. This role develops horizontal design activities related to infrastructure and ensures compliance with authorities' standards across several developments, supporting the Vice President – Infrastructure and the wider Projects team on challenging, country-leading infrastructure developments.

Role Purpose

Develop and oversee horizontal infrastructure design activities across multiple projects, ensuring compliance with regulatory standards and authorities' requirements while delivering designs that meet the organization's value proposition.

Key Responsibilities

Design Review and Management

• Review design for utility and roads services framework for various projects based on approved master plan.
• Manage the activities of infrastructure designs and ensure they meet the value proposition.
• Manage design of infrastructure work on behalf of utilities authorities (ADDC, Tabreed, ADM).
• Manage third parties (PMC, consultants, and contractors) on the analysis of infrastructure and ensure drawing submittals are in line with Aldar projects specifications.
• Prepare reports with regards to engineering analysis, preparing plans and specifications, and reviewing contractor submittals.

Stakeholder and Authority Management

• Liaise with Project Procurement to submit claims for reimbursement.
• Build stakeholder relationships with all stakeholders and other authorities to secure smooth approvals.
• Ensure that plans and policies affecting public utilities are compliant with government direction, ADDC, Tabreed, and other authorities' requirements.
• Coordinate with Estidama team to ensure that designs are aligned with sustainability requirements.

Technical Support and Governance

• Provide all technical reports to management to advise and design review for ongoing projects, in accordance with project teams.
• Assist Project Procurement in developing project scope and assessing third parties (consultants, contractors, and sub-contractors) by performing technical evaluation.

Value Engineering and Optimization

• Identify possible ideas to cut costs and time, and provide value engineering recommendations to project teams.

Qualifications & Experience

• Bachelor's degree in engineering or equivalent is required.
• Technical post-graduate degree is preferred.
• Minimum of 13 years of experience in a design consultancy, property development firm, or PMC, specializing in infrastructure, preferably in the GCC.
• At least 5 years in a management or lead role.
• Extensive experience in the GCC region and adjacent markets is essential.
• Proven track record of working on complex projects in the Middle East and/or GCC.
• Demonstrated track record in infrastructure design and project oversight.
