Job description

Role Overview

Senior Cost Control Engineer at Group AMANA. This role is responsible for managing project budgets, cost reporting, and financial oversight throughout the project lifecycle.

Role Purpose

To develop, monitor, and control project budgets and costs by preparing accurate cost reports, validating expenditures, analyzing budget performance, and providing financial insights to project and management teams to ensure projects remain within budget parameters and identify opportunities for cost improvement.

Key Responsibilities

Budget Development & Management

  • Develop, prepare and revise the job budget by activity based on contract documents and requirements.
  • Provide summary of the budget by resources type (Materials, Equipment, Manpower, Subcontracts and Overheads) and reconcile with the Project Manager.
  • Perform and prepare comparison between job budget and job estimate based on contract documents and highlight to the Cost Control Manager items that are not within the job budget.
  • Verify Purchase Requisition (PR) and Purchase Order (PO) by checking quantities and rates against job budget to ensure they are within budget and that ordered items comply with contract specifications.

Cost Analysis & Reporting

  • Prepare and review the project's cost report with Cost Control Manager and verify with the Project Manager, highlighting accrual cost, forecasted cost, contingencies and over-runs.
  • Assist in preparing and issuing the project's cost report.
  • Provide feedback and updates of data required for preparation of project reports.
  • Review the project's cost report and provide analysis report about the project's cost performance, highlighting over budget incidents and drivers and recommend corrective action.
  • Analyze Key Performance Indicators for project and provide early alarm to Business Unit management (for example excessive overtime, productivity loss, escalated prices, rework, work without instruction, material wastage, idleness of manpower and equipment).

Quantity Measurement & Validation

  • Perform quantity take-offs based on contract's method of measurement with high speed and accuracy.
  • Exhibit good knowledge and skills in Measurement and Quantification methods.
  • Effectively analyze, interpret and understand the different types of contracts, contract documents, tender documents and queries, scope and specifications to determine direct and indirect cost drivers and risks assessments.

Subcontractor & Variation Management

  • Assist in preparing and reviewing the job budget.
  • Assist in preparation of subcontractor's progress reports and payment certificate.
  • Prepare and check project's variation orders and claims and supporting documents.
  • Verify, supervise and post the entry of client billing, variation orders, delivery notes and subcontractors' payment certificates on CMIC.
  • Coordinate, review and assist the Quantity Surveying and Operations department in preparation of claims and variation requests.

Site & Progress Management

  • Perform site visits to prepare and update the progress report.
  • Assist in investigating and validating the source and causes of over budget on site.
  • Coordinate with project managers to ensure that completion of construction activities complies with Cost Control requirements and provide Business Unit management with feedback and updates about project status.
  • Ensure that the Cost Control team is updating provisional costs, client billing and site progress in CMIC.

Planning & Performance Coordination

  • Assist and coordinate with the Planning team in preparation of project's schedule program (resources loading) and manpower and equipment productivity reports.

Lessons Learned & Optimization

  • Analyze project data to extract Lessons Learned concentrating on items that affect the cost of the project for improving budget setting in future projects.

  • Prepare and study cost comparisons, value engineering and feasibility as requested by Business Unit management.
