Gulf salary packages: basic, housing, transport and what to negotiate

Why the split between basic pay and allowances decides what you walk away with — and why the right answer is the opposite in Saudi Arabia and the UAE.

Almost nobody tells you what the job pays

Of the 16,400 or so vacancies live on Uplift GCC right now, taken from 757 employers'' own career pages, fewer than one in a hundred states a salary.

That is not an oversight. In the Gulf the number is settled in conversation, usually after the employer has decided they want you. Which means the conversation is where your package is won or lost, and it is worth knowing what you are actually negotiating.

What a Gulf package is made of

A Gulf offer is rarely one number. It is a basic salary plus a set of allowances, and the split between them is not cosmetic.

Two offers with the same headline total can be worth very different amounts, depending entirely on how that total is divided.

Why the split matters — and why the answer flips between countries

This is the part almost every salary guide skips, and it is the part that costs people money.

In the UAE, end-of-service is calculated on your basic salary alone. Housing, transport, schooling, phone — none of it counts. A package of AED 20,000 with AED 8,000 basic earns you a good deal less at the end than the same AED 20,000 with AED 14,000 basic.

In Saudi Arabia, the end-of-service award is calculated on the whole wage — the basic plus the regular allowances paid for the work itself. The split makes no difference to the total.

So the advice genuinely reverses:

  • Moving to the UAE? Argue for a higher basic, even if the total stays the same. It is the single most valuable thing you can change in an offer without asking for more money.
  • Moving to Saudi Arabia? The split matters much less. Spend your negotiating capital on the total, and on the things that are not salary at all.

Resigning costs you in Saudi Arabia, and not in the UAE

A second difference, and one worth knowing before you accept rather than after.

In Saudi Arabia, if you resign your award is reduced: none at all under two years, a third between two and five years, two thirds between five and ten, and the full amount only after ten years.

In the UAE that rule was abolished with the 2021 law. Resigning and being let go produce the same figure, provided you serve your notice.

If you are weighing a Saudi offer, work out what leaving after three years is actually worth. It may be a third of what you assumed.

What else is on the table

The salary is the hardest number to move, because it usually sits inside a band the employer has already approved. These are often easier:

  • An annual flight home, for you and your family, and how many
  • Schooling, which for two children can be worth more than a raise
  • Medical cover tier, and whether your family is on the same policy
  • Relocation and shipping, and temporary accommodation on arrival
  • The notice period in your contract — a long one binds you as much as them
  • Start date, which is free to give and can be worth a month of your current salary
  • A sign-on payment to cover a bonus or gratuity you are forfeiting by leaving

Before you agree a number

  • Ask for the split, not just the total. "AED 25,000 all in" is not an offer you can evaluate.
  • Ask what the registered contract will say. In the UAE and Saudi Arabia the contract lodged with the ministry is the one that governs, and it is the basic figure in that contract that drives your entitlements.
  • Work out your end-of-service at three years and at five, for each version of the offer.
  • Compare packages net of what you actually pay for. A package with schooling included is not the same as one without it, at any headline number.

Should I ask for a higher basic salary or a higher total?

It depends where the job is. In the UAE end-of-service is calculated on basic pay alone, so shifting money from allowances into basic increases what you are owed at the end without changing the employer''s cost. In Saudi Arabia the award is calculated on the full wage, so the split makes little difference and you should push on the total instead.

Why do so few Gulf job adverts show a salary?

Does a housing allowance count towards my end-of-service?
