Role Purpose

The Water Compliance Supervisor oversees the day-to-day operation of compliance and monitoring activities for drinking water and wastewater programs. The role manages water and wastewater compliance specialists who collect samples and perform inspections to ensure compliance with applicable environmental and Department of Defense regulations, while providing training, feedback, and performance management to direct reports.

Key Responsibilities

Training and Development

• Train and evaluate water and wastewater compliance specialists on work instructions, standard procedures of operations, proper sampling collection techniques, and inspections.
• Provide feedback, counseling, and development support to direct reports.
• Schedule and conduct training sessions on all aspects of program functional areas.

Operations and Compliance

• Schedule and implement all water quality sampling activities, wastewater treatment and collection, and compliance inspections.
• Confirm that specialists can perform proper field sample techniques.
• Collect ice and water samples, wastewater samples, and conduct inspections as needed.
• Ensure specialists are completing and submitting water analytical reports correctly for verification.
• Coordinate and assist with other departments and installation with environmental needs as required.

Regulatory Knowledge and Standards

• Interpret and maintain current knowledge of Department of Defense, U.S. Army, and host nation water regulations including OEBGD, Final Governing Standards, and AR 200-1.
• Ensure that all EPA, OSHA, and DoD regulations are implemented.
• Inspect all ESH material or HAZMAST material holding stations, monitor and document all material movements from initial receipt to written confirmation of acceptance at the destination.

Documentation and Reporting

• Maintain appropriate and accurate records of water and wastewater sampling and inspection reports, chain of custody records, and other written correspondence on shared drive.
• Ensure weekly reports are completed and submitted to the Senior Engineer with accurate information.
• Submit weekly reports and slide presentations with verified data accuracy.
• Assist with the preparation of sampling and management reports.

Process Improvement

• Provide data and assist in the revision of work instructions, standard operation procedures and plans.
• Assist in quality audits.

Other Duties

• Report any environmental issues and concerns involving water compliance to Senior Environmental Engineer and/or management.
• Perform other duties or tasks as assigned.

Licensing

• Drive and obtain a valid driver's license and host nation driver's license.

Qualifications & Experience

• Bachelor's degree in environmental management program or an OSHA-related field, or minimum one year of related experience may be substituted for one year of education if degree is required.
• Prior experience working as EHS specialist, environmental health and safety assistant, environmental health and safety professional, or Health Safety consultant.
• Certified Environmental Specialist certification.
• HAZWOPER training and certification: 40-hour course with annual 24-hour or 8-hour recertification as required.
• Must be a U.S. Citizen.
• Must be CAC eligible and/or able to obtain a Common Access Card.
• Valid driver's license and ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License required.

Skills & Competencies

• Ability to implement all EPA, OSHA, and DoD regulations.
• Ability to schedule and hold training sessions on all aspects of program functional areas.

Additional Information

Working Conditions

• Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
• Indoor and/or outdoor environment with very adverse and harsh conditions including hot, dry, desert environment with average temperatures of 30 degrees in winter and 130 degrees in summer months.
• Includes some industrial production environment conditions.

Physical Requirements

• Light work: exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
• Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where potential exposure exists to physical, chemical, or biological agents.
• Personal protective equipment use required for some situations, including but not limited to head, foot, torso, respiratory, vision, and hearing protective devices.
• Must comply with all Fire and Safety Regulations and post policies.
