Role Overview

Vice President, Technology – Corporate Payments, Liquidity & Virtual Accounts at Mashreq. This role leads the technology strategy and delivery of Oracle Banking solutions supporting the Bank's Global Transaction Banking (GTB) business across Payments, Liquidity Management, and Virtual Account Management product portfolios.

Role Purpose

Provide strategic technology thought and change leadership, architecture oversight, and end-to-end delivery of Oracle Banking solutions supporting the Bank's Corporate and Global Transaction Banking businesses. Lead the technology team responsible for implementing large-scale technology transformations on Oracle Banking Payments, Liquidity Management, and Virtual Account Management products, delivering mission-critical payment and transaction banking solutions that are secure, scalable, resilient, and compliant with the Bank's business strategy roadmap and vision.

Key Responsibilities

Technology Strategy & Roadmap

  • Define and execute the technology roadmap for Oracle Banking platforms supporting GTB and Payments.
  • Align technology strategy with the Bank's digital transformation objectives and business growth plans.
  • Provide technology vision, innovation, and thought leadership to position the Bank's Corporate GTB and Payments capabilities as best-in-class in the region and globally.
  • Drive adoption of modern architecture principles, APIs, cloud readiness, microservices, automation, and digital payment technologies.
  • Support implementation of emerging payment infrastructures and industry standards.

Program Delivery & Transformation

  • Lead end-to-end implementation, rollout, upgrade, migration, and transformation programs involving Oracle Banking Payments (OBP), Oracle Banking Liquidity Management (OBLM), and Oracle Banking Virtual Account Management (OBVAM).
  • Ensure successful delivery of multi-country, multi-entity banking transformation initiatives.
  • Oversee architecture, solution design, integration, testing, deployment, and production stabilization.
  • Manage the Corporate/GTB book of work for payments, liquidity, and virtual account products and solutions.
  • Ensure delivery within agreed timelines, budgets, quality standards, and regulatory requirements.
  • Implement effective testing, development, release management, and change management practices.

Modernization & Innovation

  • Provide executive leadership on modernization initiatives across Payments, Cash Management, Liquidity Management, and Virtual Accounts.
  • Drive modernization of payment processing capabilities supporting high-volume, real-time payment ecosystems.
  • Enhance Straight Through Processing (STP), payment automation, operational resilience, and customer experience.
  • Promote innovation and continuous improvement across the Oracle Banking ecosystem.

Domain Expertise & Requirements Management

  • Provide deep domain expertise on various types of Funds Transfers and Payments including Domestic Low Value Fast Payments, Domestic High Value Payments, Cross-Border Payments, Salary and Vendor Payments, and Liquidity Management (SIs, Sweeps, and Pools).
  • Work closely with business and transformation office for requirement and delivery prioritization.
  • Ensure end-to-end traceability of requirements (BRD) with solution design (FS/SRS) and test scenarios and cases.

Stakeholder Management & Governance

  • Partner with senior business executives, GTB leadership, Operations, Risk, Compliance, Finance, Information Security, and Architecture teams.
  • Act as the primary technology advisor for business transformation initiatives.
  • Manage executive steering committees and governance forums.
  • Build strong relationships with Oracle, system integrators, implementation partners, and external vendors.
  • Work closely with business and transformation office for requirement and delivery prioritization.

Regulatory Compliance & Risk Management

  • Ensure Oracle Banking platforms comply with respective countries' local regulatory requirements relating to Payments, Funds Transfer, AML, KYC, Sanctions Screening, Data Privacy, and Operational Risk.
  • Ensure adherence to internal Information Security and Cyber Security standards and policies, IT Risk frameworks, and audit requirements.
  • Ensure focus and prioritization on regulatory requirements and deadlines during prioritization and planning.
  • Drive regulatory readiness for payment modernization initiatives.
  • Support internal, external, and regulatory audits.

Governance, Controls & Quality

  • Establish delivery governance, architecture standards, project controls, and quality assurance practices.
  • Manage program risks, dependencies, budgets, vendor performance, and resource planning.
  • Ensure high platform availability, resilience, scalability, and disaster recovery readiness.

Team Leadership & Development

  • Lead high-performing technology delivery, architecture, and engineering teams.
  • Develop technology talent and succession plans.
  • Foster a culture of innovation, accountability, collaboration, and continuous learning.
  • Mentor team, technology managers, and solution architects.

Qualifications & Experience

Education

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline.
  • Relevant Oracle certifications and enterprise architecture certifications are advantageous.

Professional Experience

  • 20+ years of progressive experience within the Banking and Financial Services industry.
  • Minimum 15 years leading enterprise-scale banking technology programs.
  • Extensive experience implementing Oracle Banking products across multiple banking institutions.
  • Proven track record of delivering Oracle Payment Solutions and Large-Scale transformation programs.
  • Experience managing multi-million-dollar technology initiatives.
  • Demonstrated success leading geographically distributed delivery teams.
  • Strong exposure to banking regulatory environments of UAE, GCC, Asia, and other Global Markets.

Oracle Banking Product Experience

  • OBP 14.x and Flexcube 11.x, 12.x Corporate Payment modules.
  • OBLM 14.x.
  • OBVAM 14.x.
  • Solid Oracle Banking Products implementation experience across Payments, Funds Transfer, Remittances, Cash Management, Global Transaction Banking, Corporate Banking, Liquidity Management, Virtual Accounts, API Banking, and Enterprise Integration Platforms.

Functional Knowledge

  • Banking Domain: Customer onboarding, Accounts, Funds Transfers and Payments including Domestic Low Value Fast Payments, Domestic High Value Payments, Cross-Border Payments, Salary and Vendor Payments, and Liquidity Management (SIs, Sweeps, and Pools).
  • Customer Channels and Touchpoints.
  • Back-office Operations: Customer onboarding, payments processing, channel operations, and customer service.

Additional Information

Operating Environment

The role operates within a highly regulated, mission-critical banking environment supporting Global Transaction Banking, Corporate Banking, Treasury, Operations, and Enterprise Technology. The incumbent is expected to lead complex transformation projects and programs involving multiple business units, technology teams, vendors, regulators, and across geographically distributed environments.

Decision Making Authority

The role will have authority to define Oracle Banking technology strategy and roadmaps, approve solution architecture for Oracle Banking implementations, lead enterprise technology transformation programs, prioritize technology initiatives supporting GTB and Payments, govern delivery methodologies and implementation standards, recommend technology investments and modernization initiatives, evaluate technology vendors and implementation partners, escalate strategic technology risks to executive management, and approve technical design standards and delivery approaches.

Accountability

The role is accountable for successful implementation of Oracle Banking transformation programs, technology quality and delivery excellence, platform availability and operational resilience, budget adherence and resource optimization, regulatory and audit compliance, stakeholder satisfaction, vendor performance management, team capability development, and continuous technology innovation.
