Team Leader, Terminal Operations (Zakher)

Role Overview

Team Leader, Terminal Operations at ADNOC in Zakher. This role supervises and manages Terminal Supply operational activities related to product receipt, storage, distribution, and inventory levels.

Role Purpose

To supervise and manage Terminal Supply operational activities related to product receipt, storage, distribution, and inventory levels of products in the concerned Terminals. Ensure that quality control and Work Management System (WMS) requirements are always met, and that appropriate documentation is in place for product handling. Review and control inventory reconciliation processes and ensure correct stock statements generation. Ensure that product handling facilities comply with corporate standards and work with maintenance teams for proper repair and maintenance. Manage Fire Fighting facilities in the Terminal, ensuring the system is in good operational condition and staff are trained to operate it. Support overall performance and efficiency by developing and monitoring key performance indicators (KPIs) throughout daily operations, reviewing and revising KPIs based on factors including order volume and personnel levels. Ensure teams understand expectations and consistently meet or exceed KPIs, Annual Performance Management Contract, and the Balanced Score Card.

Key Responsibilities

Supply Operations Planning and Operations

• Coordinate with Supply Operations Support team for accurate preparation of weekly, monthly, and quarterly product demand plans based on sales estimates provided by Retail Sales, Corporate Sales, and Aviation department and existing stock and inventory levels at ADNOC distribution terminals.
• Ensure Quality Control of storage tank Ground products and JET A1 in line with ADNOC Specification.
• Supervise staff in various concerned Terminal control rooms and prepare duty roster of control room supervisors and operators.
• Ensure staff have appropriate training and administrative support to undertake control room operations efficiently.
• Coordinate with ADNOC Refining to receive pipeline transfer batches as planned in the 13-week plan and prepare pumping cycle requirements.
• Ensure safe product receipt operation by pipeline transfer and arrange proper documentation as per company procedures.
• Lead and ensure proper coordination with marine department regarding product receipts via ship tankers.

• Supervise the safe, secure, and 24-hour operation of product loading and unloading at the Terminal.
• Exercise quality control of stored products to prevent contamination during receipt, storage, and loading.
• Supervise the product receipt process at the Terminal through the jetty pipeline from marine vessels.
• Maintain coordination with marine staff during product discharge from marine vessels.
• Liaise with Supply and Distribution Support Team concerning receipt and storage of products to meet dynamic stock levels as advised by management.
• Supervise delivery of product by pipeline transfer to customers.
• Supervise back-loading operations of vessels in seaside Terminals.
• Ensure coordination with Marine, Shipping agents, and Ship captain for product delivery to Ships.
• Ensure product delivery is in accordance with Quality standards (along with sample bottle and Quality certificate) in time to avoid demurrages.
• Prepare annual leave plan to ensure staff are available to meet shift manning requirements.
• Ensure customer complaints are attended as per procedure.
• Ensure all terminal automation system hardware and software functioning properly in line with operations philosophy.
• Coordinate with ADNOC and third-party labs to ensure product receipt from internal customers as per standards.
• Review and approve E-log shift hand-over system.

Equipment Maintenance

• Liaise with Terminal maintenance staff in keeping meters properly calibrated, product pumps, valves, pressure relief valves, and associated equipment properly maintained in accordance with the Preventative Maintenance Program.
• Review all operation and maintenance projects to ensure planning, organization, and supervision.
• Verify completeness and ensure facilities delivered are safe and reliable, considering different natures, diversity of each system, equipment, facility, and technology complexity.
• Coordinate with Maintenance team to keep the firefighting system in good repair and ensure availability of the system.
• Coordinate with Terminal Automation team to report relevant faults and issues.

Inventory Control

• Control product losses and gains within approved limits.
• Supervise preparation of daily inventory reconciliation reports.
• Investigate abnormalities in inventory.
• Compile monthly stock and product movement statements for all storage facilities and products at the Terminals.
• Ensure the quality of products is meeting relevant specification limits as per company standards.
• Ensure sufficient quantities of dye material are available to be added into gasoline during the pumping process.
• Ensure correct ratios are blended for each delivery.

Inspection and Audit

• Conduct periodic site inspections and observe staff.
• Prepare intermittent reports relating to observance of fire and safety rules and regulations.
• Report on staff adherence to safety rules and training requirements.
• Conduct monthly audit of Work Permits to ensure proper procedures are followed as per WMS (Work Management Systems) rules and guide.
• Conduct monthly audit of security seals usage and issuance log.
• Participate in Internal and External ISO, AIPS, PSM, and HSEMS audits.

New Projects and Expansion

• Review and provide technical support and inputs for all major modifications and projects proposals related to areas of responsibility.
• Coordinate execution of projects.
• Participate in project reviews including HAZOP, HSEIA, HAZID, and Risk Assessment as required.

Performance Monitoring, Control, and Optimization

• Lead development of periodic performance and achievements reports, including operating expenses of Terminal(s) and inventory losses.
• Identify continuous improvement areas.
• Support Supply Operations Department manager in planning, developing, and implementing new methods and procedures designed to reduce overall supply operations costs.
• Optimize utilization of manpower, materials, and assets.

Other Duties

• Perform other similar or related duties as assigned by Supply Operations Department Manager.

Qualifications & Experience

• Bachelor's Degree in a relevant Engineering, Science, or Business-related field.
• Minimum 10 years of experience in terminal operations in the Oil and Gas Industry.
• Minimum 4 to 5 years at managerial or supervisory level.
