Role Purpose
Provide leadership, guidance and management to fleet vessels on all aspects of health, safety and environment. Implement best management practices and ensure compliance with applicable legal and voluntary requirements across all maritime operations.
Key Responsibilities
Safety Management System
- Maintain Safety Management System (SMS) updates with consistent improvement to produce quality, accurate, practical, adequate and efficient procedures.
- Provide and develop constructive new ideas for SMS enhancement.
Compliance & Auditing
- Ensure compliance with applicable legal and other voluntary compliance requirements by fleet vessels.
- Initiate and monitor corrective actions as required.
- Arrange ISM, ISPS, MLC, ISO 14001, 50001, 55001 and 45001 integrated internal audits (internal and external).
- Conduct annual integrated internal audits and follow up on corrective actions with formal closure.
- Verify all inspections closure for SIRE, PSC, Flag annual inspection for effectiveness of preventive actions.
- Assist in establishing annual integrated internal audit plan and liaise with HSE Compliance department as necessary.
- Assist in periodical management reviews of the company's integrated management system.
- Update SIRE for TMSA3.
Incident Investigation & Root Cause Analysis
- Perform accident and incident investigations and root cause analysis as part of investigating team.
- Review all accident and incident investigation reports and monitor implementation of corrective action.
Stakeholder Management & Guidance
- Provide guidance and mentoring to Masters and ship staff on all regulatory and voluntary compliances including HSEQ issues.
- Be a member of Incident Management Team advising on HSE issues.
- Participate in interviewing candidates for employment and promotions upon request.
Reporting & Monitoring
- Assist in reviewing all HSEQ related reports from the vessel.
- Assist in setting, reviewing, verifying and monitoring Company, Department and vessel's KPIs.
Training & Development
- Conduct HSEQ on board training during short voyages.
- Arrange for external trainers if required.
Fleet Operations Support
- Assist in inducting and de-commissioning vessels from the fleet.
- Assist in preparing fleet budget for HSE activities.
- Assist in preparing and reviewing all marine related contracts associated with HSEQ activities.
Qualifications & Experience
- Bachelor Degree in Marine Engineering or Nautical Science (Master, COC Class-1 (FG) or Chief Engineer, COC Class-1 (FG)).
- Minimum 5 seagoing years with a minimum of 2 years in senior officer position.
- Relevant experience in the offshore marine industry preferred.
Skills & Competencies
- Master (FG) Certificate of Competency Class-1 or Chief Engineer COC Class-1 Marine Engineer (FG).
- Recognized Safety Officers Training Course.
