Sr. Project Engineering

Role Overview

Senior Project Engineer - Substation Automation System and Cyber Security at Hitachi Energy L.L.C, based in Riyadh, Saudi Arabia (hiring location listed as Dubai, United Arab Emirates). Full-time, on-site position.

Role Purpose

Design, engineer, and deliver Micro SCADA and RTU projects from conceptual design through final commissioning, managing medium to high complexity engineering assignments cost-effectively while ensuring compliance with contract specifications, delivery timelines, quality standards, and safety requirements.

Key Responsibilities

Project Design & Engineering

• Take full responsibility for creating project design, engineering activities, and testing Micro SCADA and RTU-related projects from conceptual design to final build status.
• Prepare designs, project controls, and specifications for new infrastructure, facilities, and equipment.
• Develop project schedules, budgets, and forecasts aligned with contract requirements.
• Select materials, equipment, and external contractors to support project delivery.
• Prepare engineering standards, designs, and work specifications.

Technical Delivery & Testing

• Provide technical support for testing, quality control, installation, and commissioning activities.
• Perform factory acceptance testing with the customer to prove system readiness.
• Implement secure OT network architectures including segmentation, firewalls, and DMZs.
• Implement access controls, intrusion detection/prevention systems (IDS/IPS), and endpoint protection.
• Demonstrate extensive knowledge of Micro SCADA, RTU560 series, REx670 IEDs, and regional cybersecurity standards.
• Implement Next-Generation Firewalls (NGFW), Intrusion Detection Systems (IDS), and Host-based Intrusion Detection Systems (HIDS).

Coordination & Stakeholder Management

• Coordinate the engineering discipline across multiple projects with external and internal stakeholders.
• Act as the focal point for customer interaction, officials, contractors, and others.
• Attend project meetings and present specific aspects of engineering assignments.
• Train, coach, support, and provide technical advice to customers and colleagues, elevating their knowledge and technical skills.
• Liaise with vendors and contractors to ensure secure integration of third-party systems.
• Promote Hitachi Energy's working principles and ethics.

Planning & Resource Management

• Create work plans and cost estimates.
• Identify, develop, and gather resources necessary to complete the project.
• Manage project schedule, timelines, budget, and timesheet.
• Review and approve scope, budgeting, and scheduling for assignments.

Monitoring & Problem Resolution

• Monitor progress and performance against the project plan.
• Take action to resolve operational problems and minimize delays.
• Investigate and analyze complex problems requiring extensive review.
• Influence others to accept practices and approaches in project execution.
• Support project managers in issuing claims including new or change in scope of work, cost impact, time impact, and risk qualifications.

Quality & Proposals

• Provide cost-effective quality solutions as per requirements and deliver within time, budget, and contract.
• Ensure quality deliverables are on time and within targeted cost.
• Prepare proposals or presentations of engineering solutions based on customer specifications and budget requirements.

• Ensure compliance with applicable external and internal regulations, procedures, and guidelines.

Qualifications & Experience

• Bachelor's or master's degree in electrical or communication engineering.
• Minimum 5 to 8 years of experience in power grids.
• Knowledge of Micro SCADA, RTUs, communication networks, and their interfaces.
• Strong design capability experience in the engineering discipline of control systems or power systems.
• Experience with industry standards communication protocols: IEC61850, IEC101, IEC104, DNP3.0, Modbus.
• Understanding of IEDs and relays functionalities.
• Familiar with modern practices in OT Security.
• Knowledge of Substation Network Topology design.

Skills & Competencies

• Extensive knowledge of Micro SCADA, RTU560 series, and REx670 IEDs.
• Proficiency in design of secure OT network architectures.
• Experience with Fortinet/NOZOMI/IEC62443 Certification (value-added).
• Ability to be self-motivated with strong problem-solving skills.
• Ability to manage critical and complex products and systems.
• Ability to communicate and influence others in project execution.
• Proficiency in both spoken and written English language.
