SR OFFSHORE CONSTRUCTION ENGINEER

Role Overview

Senior Offshore Construction Engineer at NMDC Group. This role supports the delivery of offshore construction projects through engineering coordination, planning, and execution oversight across all project phases.

Role Purpose

To coordinate offshore construction activities, manage engineering documentation and deliverables, ensure compliance with HSE standards, and support the project management team in optimizing offshore installation execution and cost effectiveness.

Key Responsibilities

Contract & Documentation Management

• Review contracts and engineering documentation from a constructability perspective.
• Coordinate preparation of planning packages and procedures.
• Review project-specific procedures and sub-contractor scope of work.
• Ensure availability of latest approved documentation onboard offshore spread.
• Assist in preparation of offshore final documentation and dossiers.

Planning & Execution Strategy

• Assist Offshore Construction Manager (OCM) in preparing offshore project deliverables list.
• Participate in project kick-off and strategy meetings to finalize offshore execution strategy.
• Support development of offshore execution plans.
• Prepare the Risk Assessment Register, participate in RA meetings, and circulate consolidated comments to client and internal stakeholders.
• Prepare job cards for offshore hook-up work.
• Assist in updating offshore schedules based on progress and resource availability and propose recovery measures for delays.

Cost & Commercial Management

• Assist in preparing techno-commercial analyses to optimize offshore installation costs.
• Estimate changes and bids for projects.
• Support preparation of variation orders and claims, including technical input and offshore durations.

Materials & Procurement

• Assist OCM in preparing the construction aids list (load register) and follow up fabrication progress with NOD base.
• Support issuance of Purchase Requisitions for offshore materials not covered by engineering and follow up with procurement.
• Assist in evaluation, expediting, receipt, and MRV approval of offshore materials.
• Ensure timely pre-installation and load-out of offshore execution items.

Coordination & Stakeholder Management

• Coordinate offshore scope activities with all internal departments.
• Liaise with third-party agencies on offshore execution matters.
• Coordinate with marine warranty surveyors on documentation, load-out, towing, and installation activities.
• Prepare and coordinate mobilization plans and support mobilization meetings with marine and field teams.
• Support coordination of subcontractor mobilization/demobilization and performance evaluation.
• Attend weekly progress meetings with VPOO/OCM/OCD and highlight issues.
• Monitor daily offshore operations and coordinate closely with client and marine teams.

Safety, Health & Environment

• Ensure implementation of the project safety plan and company HSEMS.
• Compliance in accordance with HSE Standard.
• Conduct HSE audits and safety tours on offshore spreads.

Quality & Assurance

• Ensure and enhance quality of work and participate in quality audits.
• Review project scope, drawings, and deliverables for compliance.
• Ensure installation procedures comply with contractual and project requirements.

Reporting & Documentation

• Prepare and coordinate report preparation and invoice verification.
• Support preparation of project close-out reports.
• Monitor barge and vessel progress to ensure schedule adherence and resolve technical issues.
• Review mobilization/demobilization plans for vessels, materials, manpower, and subcontractors.

Certification & Closeout

• Coordinate certification activities.
• Document final documentation and lessons learned.

Qualifications & Experience

• B.Sc. Engineering.
• 8 years' experience in offshore construction.
• Thorough understanding of offshore operations, personnel, and equipment.
