SR. MANAGER - HSE (PROJECT)

Role Overview

Senior Manager - HSE (Project) at El Seif Engineering Contracting. This is a full-time position responsible for ensuring compliance with health, safety, and environmental policies and procedures across all project operations.

Role Purpose

To ensure full compliance with health, safety, and environmental policies and procedures, lead the HSE function across all facilities and work sites, implement organizational strategy aligned to international standards, and foster a strong safety culture throughout the company.

Key Responsibilities

Leadership & Team Management

• Select, manage, and retain HSE Project Managers while enforcing policies and procedures to improve overall function effectiveness.
• Provide inputs to Human Resources on succession planning, employee career growth, and organizational structure.
• Manage development of KSA national employees across the function to support corporate objectives, Saudization targets, and build internal capabilities.
• Lead the day-to-day responsibilities of the HSE team in accordance with company policies, procedures, and approved budget.
• Motivate, coach, and encourage all personnel in HSE matters.
• Manage internal and external providers of safety services within the project.

Strategy & Governance

• Implement the organization's Health & Safety and Environmental strategy to ensure delivery of quality projects and safe, secure environment for employees.
• Manage development and execution of a health & safety and environmental strategy to comply with international standards.
• Ensure the Health & Safety policy and standards are maintained and updated at all times.
• Ensure HSE policy is put in place to minimize hazards.
• Support the QHSE Director in advising Executive Management at the level of tendering and business development in relation to HSE.
• Manage and conduct the affairs of the function with the highest standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Ensure compliance with Code of Ethics policy and adoption of company values across all function employees.

Compliance & Regulatory

• Ensure Legal and Regulatory compliance in HSE matters.
• Ensure maintaining the company's HSE certifications such as ISO.
• Ensure periodic reviews and updates of processes and procedures related to HSE.
• Ensure the HSE coordination takes place with all parties for the execution of periodic audits.
• Work with all functions to ensure that any major issues are identified and addressed, including issues raised by clients.

Operations & Performance

• Responsible for all HSE activities at all facilities and work sites.
• Analyze and monitor performance of project HSE teams against schedule and reflect in monthly and quarterly project review meetings.
• Ensure executing the designed HSE system and ensure its effective implementation.
• Ensure HSE schedule is updated based on identified project risks and mitigation plans.
• Ensure applying safe methods during duties within the project.

Incident Management & Investigation

• Lead major incident accident investigations.
• Ensure setting an effective system for investigation, reporting, and estimation of cost of injury, damage, etc.
• Support Personnel and Admin to report safety incidents if they occur.

Training & Capability Development

• Support in driving HSE trainings companywide.
• Manage the development of the company's expertise, know-how, and capabilities in safety.
• Assist in the planning, budgeting, and delivery of corporate training.

Performance Monitoring & Improvement

• Identify and track KPIs for the HSE team and devise plans and initiatives for improvement.
• Identify and track KPIs for the HSE function and devise plans and initiatives for business and operational improvements.
• Enhance adoption and utilization of systems and ERP.
• Support in managing the preparation of periodic HSE management information systems reports and other communications.

Culture & Ethics

• Promote safety culture across the Company.
• Provide leadership to reinforce a strong people culture and ethical business practices.

Qualifications & Experience

• Bachelor degree in Engineering, Safety studies, or relevant field; Master's degree preferred.
• Minimum 10 years' experience in HSE in a comparable sized operation to El Seif Engineering Contracting.
• Experience in the Middle East is a strong plus.
• NEBOSH, IOSH, or OSHA Certification.
• Accident and Incident investigation training.
