SR HSE OFFICER

Role Overview

Senior HSE Officer with NMDC Group, supporting project execution with comprehensive Health, Safety and Environment management.

Role Purpose

Support the NMDC project HSE Manager to achieve and maintain business excellence in HSE management during project preparation and delivery, ensure minimum environmental impact and maximum protection of the project-surrounding environment, and safeguard the interests of customers, board of management, Abu Dhabi community and NMDC employees.

Key Responsibilities

Safety Management & Accountability

• Own accountability for the safety of assigned project staff and operations during HSE Management System implementation throughout the project.
• Maintain strict compliance with company Health and Safety policy.
• Conduct random or spot checks to implement zero tolerance for unsafe practices and alcohol abuse.
• Supervise subcontractors and site teams regarding safety issues.
• Review and monitor all safety aspects including PPE, night safety vision and speed limits.

Incident & Investigation Management

• Conduct analysis of HSE observations and incidents to identify immediate and root causes.
• Recommend corrective actions to close gaps and prevent recurrences.
• Coordinate accident and injury investigations and lead incident tracking for close-out.
• Perform incident and accident investigations and report findings to HSE Manager.

Inspections & Equipment Management

• Inspect all site activities, works, tools and equipment to verify compliance with safety regulations.
• Ensure periodical inspections of safety and lifesaving equipment, firefighting equipment, gas monitors and breathing apparatus.
• Monitor housekeeping program to consistently improve standards.

Training & Competency

• Prepare HSE training plan for assigned project employees.
• Coordinate HSE training of employees to ensure workforce competency is maintained as required.
• Observe emergency mock drills and advise line supervisors regarding proper exercise in residential areas and work sites.

Compliance & Planning

• Attend meetings internally and with clients to identify project HSE requirements.
• Work with site managers to execute the safety plan.
• Assist Project Manager in adherence to job safety analysis toolbox meetings and other periodical inspections.

Documentation & Reporting

• Maintain HSE register, incident reports, Lessons Learned databases and associated records of the HSE Management System.
• Monitor and compile site HSE statistical reports, HSE weekly reports and other required documentation.
• Support Project Manager and team in achieving HSE goals set for the project.
• Focus on NMDC's business priorities while meeting customer demands.

Qualifications & Experience

• Bachelor degree or relevant and equivalent professional qualification.
• Dredging and marine experience.
• Relevant HSE Management Qualification.
• Certification or Membership: NEBOSH or OSHA.
• Knowledge and understanding of ISM Code, mandatory rules and regulations, applicable codes, guidelines and standards as appropriate.
