Specialist - CAMO

Role Overview

Specialist - CAMO at General Civil Aviation Authority. This role supports the certification, approval, audit, and continued oversight of civil aviation maintenance organizations and operators in accordance with established aviation regulations and international standards.

Role Purpose

To execute certification, inspections, surveillance, and investigations ensuring clients comply with established aviation regulations and standards. Support the development of safety standards covering Air Operators and CAMO functions to ensure adherence to national regulations and international standards and recommended practices.

Key Responsibilities

Certification, Approval and Audit

• Ensure certification, approval, and audit are managed effectively in line with stipulated guidelines and issue relevant certificates, approvals, or recommendations per the Technical Authority Manual.
• Provide inputs in development of the annual oversight program (audit and surveillance) to ensure compliance with standards and regulations and support continued improvement towards safety.
• Ensure timely and up-to-date data in Q-Pulse (auditing system) to maintain compliance with GCAA's roles and functions.
• Ensure investigations (for example, ROSI) are carried out to determine the cause of incidents and prevent future occurrences and direct coordination with other disciplines if necessary.

Stakeholder Engagement and Collaboration

• Participate in regular internal and external meetings and forums related to Airworthiness and maintenance to facilitate stakeholder collaboration and maintain open channels of communication and discussion.
• Support establishment of a safety concerns resolution process, ensuring organizational response to address safety concerns with acceptable preventative measures.
• Undertake exchange of information with foreign stakeholders including original equipment manufacturers, foreign regulatory authorities, and international aviation bodies on safety issues affecting UAE aircraft, operators, and the aviation industry.
• Assist management in maintaining ongoing liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations to foster safe and orderly growth of UAE Civil Aviation.

Internal Surveillance and External Audits

• Implement corrective actions raised against the Department during internal surveillance programs to ascertain alignment of Safety Affairs standards with international standards and support continuous improvement.
• Support administration of all auditing activities by external entities of Safety Affairs including ICAO and IMS to ensure smooth and productive audit.

Document Management

• Maintain comprehensive records of relevant certification, reports, recommendations, and general documents to ensure accurate record-keeping and evidence base.

Safety Policy, Promotion and Culture

• Assist in providing input into identification of Acceptable Levels of Safety Performance (ALOSP) to ensure appropriate and achievable targets are set.
• Improve and implement safety promotion activities to disseminate and nurture safety awareness culture in the UAE civil aviation industry and keep industry players abreast of changes to relevant rules, regulations, and aviation safety developments.
• Provide advice, guidance, and recommendations to the Sector, sharing best practice, trends, and findings of reviews, studies, and investigations to prevent future occurrences, incidents, and accidents.

Continuous Improvement and Change Management

• Participate in continuous improvement programmes within Airworthiness per set guidelines and project charter to enhance existing systems and processes and ensure alignment with GCAA's objectives and readiness to face future aviation system demands.
• Implement management of change through continuous improvement of functional systems, processes, and practices taking into account international best practice, changes in international standards, and changes in business environment.
• Implement Safety Affairs policies, systems, processes, and procedures so that all relevant procedural and legislative requirements are fulfilled while delivering high-quality safety services to the UAE civil aviation industry in accordance with customer service standards.

Reporting

• Ensure all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment

• Ensure compliance with all relevant health, safety, quality, and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products and services, and responsible environmental attitude per IMS available standards.

Other Responsibilities

• Perform additional tasks relevant to the role and area of expertise as requested by management to achieve objectives and commitments.

Additional Information

• Assist the Sr. Manager CAMO in the process of developing safety standards covering Air Operators and CAMO functions.
